Chair Pitcher called the meeting to order at 3:06 p.m.

MOTION:     Vice Chair Hall moved to approve the minutes of the February 2, 2017 meeting. The motion passed with a vote of 7-0-6.

1. H.B. 245 School District Procurement Process (Hall, C.)

Rep. Hall explained the bill with the assistance of Mr. Ben Horsley, Communications Director, Granite School District.

Mr. Brian Allfrey, Executive Director, Utah Press Association, spoke in opposition to the bill.

MOTION:     Rep. Roberts moved to pass H.B. 245 out favorably. The motion passed with a vote of 13-0-0.

Chair Pitcher moved to place H.B. 245 on the Consent Calendar.

Chair Pitcher withdrew his motion.

2. H.B. 229 Amendments Relating to Local Districts (McCay, D.)

Rep. McCay explained the bill with the assistance of Mr. Trent Staggs, Board Member, Riverton City Council.

Mr. Jeremy Robertson, President, Salt Lake County Firefighters, spoke in opposition to the bill.

Mr. Jim Bradley, Chair, Salt Lake Law Enforcement Service Area Board of Trustees, spoke to the bill.

Mr. Kenneth Aldridge, Board Member, North Tooele Fire District, spoke in opposition to the bill.

Mr. LeGrand Bitter, Executive Director, Utah Association of Special Districts, spoke to the bill.

MOTION:     Rep. Grover moved to pass H.B. 229 out favorably.

SUBSTITUTE MOTION:   Rep. Weight moved to hold H.B. 229. The motion failed with a vote of 4-8-1.

Rep. Grover's original motion passed with a vote of 11-1-1.

3. H.B. 243 Common Area Land Use Amendments (Webb, R. C.)

MOTION:     Rep. Webb moved to replace H.B. 243 with 1st Substitute H.B. 243. The motion passed with a vote of 8-0-5.

Rep. Webb explained the substitute bill with the assistance of Mr. John Morris, Community Associations Institute, Legislative Action Committee and Ms. Jodi Hoffman, Land Use Attorney, Utah League of Cities and Towns.

MOTION:     Rep. Roberts moved to pass 1st Substitute H.B. 243 out favorably. The motion passed with a vote of 10-0-3.

MOTION:     Rep. Pulsipher moved to adjourn. The motion passed with a vote of 10-0-3.

Chair Pitcher adjourned the meeting at 5:01 p.m.
