Chair Perry called the meeting to order at 3:14 p.m.

MOTION:     Vice Chair Redd moved to approve the minutes from the February 7, 2017, meeting. The motion passed with a vote of 9-0-3.

Chair Perry announced that S.B. 31 would not be heard today.

1. H.B. 156 State Job Application Process (Hollins, S.)

Rep. Hollins presented the bill.

Mr. Ben Aldana, resident, spoke in favor of the bill.

Ms. Anna Thomas, American Civil Liberties Union of Utah, spoke in favor of the bill.

Chief Tom Ross, Bountiful City Police Chief, Utah Chief's of Police Association, spoke in favor of the bill.

Mr. Bill Germanson, Crossroads Urban Center, spoke in favor of the bill.

Mr. Matt Duhamel, resident, spoke in favor of the bill.

MOTION:     Rep. Romero moved to replace H.B. 156 with 1st Substitute H.B. 156. The motion passed with a vote of 11-0-1.

MOTION:     Vice Chair Redd moved to pass 1st Substitute H.B. 156 out favorably. The motion passed with a vote of 9-2-1.

2. H.B. 206 Domestic Violence – Weapons Restrictions (King, B. S.)

Rep. Brian King presented the bill.

Mr. Ryan Robinson, Prosecutor, West Valley City, spoke in favor of the bill.

Ms. Erin Jemison, Young Women's Christian Association of Utah, spoke in favor of the bill.

Mr. Carl Caloway, resident, spoke in favor of the bill.

Ms. Jennifer Campbell, Executive Director, South Valley Services, spoke in favor of the bill.

MOTION:     Rep. Ray moved to pass H.B. 206 out favorably. The motion passed with a vote of 10-0-2.

3. H.B. 252 Disposal of Firearms (Daw, B.)

Rep. Brad M. Daw presented the bill.

Mr. Clark Aposhian, chairman, Utah Shooting Sports Council, spoke in favor of the bill.

Chief Tom Ross, Bountiful City Police Chief, Utah Chief's of Police Association, spoke in favor of the bill.

MOTION:     Rep. Ray moved to replace H.B. 252 with 1st Substitute H.B. 252. The motion passed with a vote of 11-0-1.

MOTION:     Rep. Miles moved to pass 1st Substitute H.B. 252 out favorably. The motion passed with a vote of 10-1-1.

4. H.B. 155 Driving Under the Influence and Public Safety Revisions (Thurston, N.)

Rep. Thurston presented the bill with the assistance of Dr. T. Bela Dinh-Zarr, Vice Chair, National Transportation Safety Board.

Mr. George Chapman, resident, spoke in favor of the bill.

Mr. Sean Druyon, Utah Association of Criminal Defense Lawyers, spoke in opposition to the bill.

Ms. Rolayne Fairclough, AAA, spoke in favor of the bill.

Mr. Michael Melandez, Libertas Institute, spoke in opposition to the bill.

Mr. Pat Bird, resident, spoke in favor of the bill.

MOTION:     Vice Chair Redd moved to replace H.B. 155 with 1st Substitute H.B. 155. The motion passed with a vote of 11-0-1.

MOTION:     Rep. Ray moved to pass 1st Substitute H.B. 155 out favorably. The motion passed with a vote of 9-2-1.

MOTION:     Rep. Miles moved to adjourn. The motion passed with a vote of 11-0-1.

Chair Perry adjourned the meeting at 5:29 p.m.
