Chair Dunnigan called the meeting to order a 8:09 a.m.

1. H.B. 232 Land Use Amendments (Schultz, M.)

Rep. Schultz explained the bill assisted by Mr. Michael Ostermiller, Utah Property Rights Coalition and Utah Association of Realtors, and Ms. Jodi Hoffman, Utah League of Cities and Towns.

Mr. Wilf H. Sommerkorn, Utah American Planning Association, spoke in favor of the bill.

MOTION:     Rep. McKell moved to pass H.B. 232 out favorably. The motion passed with a vote of 8-0-6.

2. H.B. 279 Impact Fee Amendments (Brooks, W.)

Rep. Brooks explained the bill assisted by Mr. Michael Ostermiller and Ms. Jodi Hoffman.

MOTION:     Rep. McKell moved to pass H.B. 279 out favorably. The motion passed with a vote of 8-0-6.

MOTION:     Rep. Gardiner moved to approve the minutes of the February 13, 2017 meeting. The motion passed with a vote of 8-0-6.

3. H.B. 313 Licensure Changes (Schultz, M.)

Rep. Schultz explained the bill.

Ms. Diane Anderson, citizen advocate, spoke to the bill.

Ms. Evelyn Everton, Americans for Prosperity Utah Chapter, spoke in favor of the bill.

Ms. Kate Bradshaw, on behalf of plumbing, heating, and electrical contractors, spoke in favor of the bill.

Mr. Mark Steinagel, Division of Occupational & Professional Licensing, spoke to the bill.

MOTION:     Rep. Webb moved to replace H.B. 313 with 1st Substitute H.B. 313. The motion passed with a vote of 9-0-5.

MOTION:     Rep. Webb moved to pass 1st Substitute H.B. 313 out favorably. The motion passed with a vote of 10-0-4.

4. H.B. 195 Dissolution of Local Districts (Fawson, J.)

Rep. Fawson explained the bill.

Rep. Roberts assumed the chair.

Mr. LeGrand Bitter, Utah Association of Special Districts, spoke in favor of the bill.

MOTION:     Rep. Knotwell moved to replace H.B. 195 with 1st Substitute H.B. 195. The motion passed with a vote of 9-0-5.

MOTION:     Rep. Gardiner moved to amend 1st Substitute H.B. 195 with Amendment #1.

MOTION:     Rep. Gardiner moved to place 1st Substitute H.B. 195 on the Consent Calendar. The motion passed with a vote of 9-0-5.

5. H.B. 236 Mobile Home Park Residents' Rights (Cutler, B. R.)

Rep. Cutler explained the bill.

Mr. Michael Ostermiller, Utah Housing Alliance, spoke in favor of the bill.

Mr. Robert Poulsen, attorney, spoke in favor of the bill.

Ms. Connie Hill, Utah Coalition of Manufactured Homeowners, spoke in favor of the bill.

MOTION:     Rep. Schultz moved to replace H.B. 236 with 2nd Substitute H.B. 236. The motion passed with a vote of 9-0-5.

MOTION:     Rep. Gardiner moved to pass 2nd Substitute H.B. 236 out favorably. The motion passed with a vote of 8-1-5.

MOTION:     Rep. Gardiner moved to adjourn. The motion passed with a vote of 9-0-5.

Vice Chair Roberts adjourned the meeting at 9:41 a.m.
