Chair McKell called the meeting to order at 8:03 a.m.

1. H.B. 73 Child Placement Amendments (Peterson, J.)

Rep. Jeremy A. Peterson presented the bill.

MOTION:     Rep. Pitcher moved to report a favorable recommendation on H.B. 73. The motion passed with a vote of 9-0-3.

2. H.B. 251 Campus Advocate Confidentiality Amendments (Romero, A.)

Rep. Angela Romero presented the bill with the assistance of James Morales, Vice President for Student Affairs, Utah State University.

Ms. Rebecca Bradway, Office of Legislative Research and General Counsel, answered questions about the bill.

Mr. Spencer Jenkins, Board of Regents, spoke to the bill.

Ms. Stephanie McClure, Director of Women's Center, Weber State University, spoke in favor of the bill.

Ms. Mara Haight, Salt Lake Rape Recovery Center, spoke in favor of the bill.

Mr. Turner Bitton, Utah Coalition Against Sexual Assault, spoke in favor of the bill.

MOTION:     Rep. King moved to replace H.B. 251 with 1st Substitute H.B. 251. The motion passed with a vote of 11-0-1.

MOTION:     Rep. Quinn moved to amend 1st Substitute H.B. 251 with Amendment #1.

1.    Page 2, Lines 37 through 38:   

37   As used in this chapter, "institution" means a public

38that is located in Utah, including an institution of higher education listed in Section 53B-1-102.

The motion failed with a vote of 3-8-1.

MOTION:     Rep. King moved to report a favorable recommendation on 1st Substitute H.B. 251. The motion passed with a vote of 11-0-1.

3. H.B. 79 Private Attorney General Doctrine (Greene, B.)

Rep. Brian M. Greene presented the bill.

Mr. Adam Trupp, Utah Association of Counties, spoke to the bill.

Mr. George Sutton, Utah Bankers Association and Utah Association of Financial Services, spoke in opposition to the bill.

Mr. Parker Douglas, Office of the Attorney General, spoke in opposition to the bill.

Mr. Bruce Pritchett, Utah Association for Justice, spoke in favor of the bill.

Mr. Connor Boyack, Libertas Institute, spoke in favor of the bill.

MOTION:     Rep. King moved to report a favorable recommendation on H.B. 79. The motion passed with a vote of 8-2-2.

MOTION:     Rep. Lisonbee moved to adjourn. The motion passed with a vote of 10-0-2.
