Chair Kennedy called the meeting to order at 3:10 p.m.

1. H.B. 50 Opioid Prescribing Regulations (Ward, R.)

Rep. Raymond P. Ward presented the bill.

3. H.B. 50 Opioid Prescribing Regulations (Ward, R.)

MOTION:     Rep. Spendlove moved to replace H.B. 50 with 2nd Substitute H.B. 50. The motion passed with a vote of 11-0-1.

MOTION:     Rep. Spendlove moved to amend 2nd Substitute H.B. 50 with Amendment #3.

5. H.C.R. 16 Concurrent Resolution Declaring Mental Health Issues to Be a Public Health Crisis At Utah Higher Education Institutions (Redd, E.)

Rep. Edward H. Redd presented the bill with the assistance of Mr. Ty Aller.

Mr. Dave Buhler, Commissioner of Higher Education, spoke in favor of the bill.

Mr. Matthew Clewtt, Utah State University Student Association, spoke in favor of the bill.

MOTION:     Rep. Thurston moved to replace H.C.R. 16 with 1st Substitute H.C.R. 16. The motion passed with a vote of 9-0-3.

MOTION:     Chair Daw moved to pass 1st Substitute H.C.R. 16 out favorably. The motion passed with a vote of 9-0-3.

MOTION:     Rep. Thurston moved to place 1st Substitute H.C.R. 16 on the Consent Calendar. The motion passed with a vote of 8-0-4.

6. H.B. 260 Drug and Alcohol Treatment Related to Bail Amendments (Redd, E.)

Rep. Edward H. Redd presented the bill.

MOTION:     Chair Daw moved to hold H.B 260. The motion passed with a vote of 8-0-4.

7. H.C.R. 19 Concurrent Resolution on Health Sciences (Redd, E.)

MOTION:     Rep. Ray moved to pass H.C.R. 19 out favorably. The motion passed with a vote of 8-0-4.

MOTION:     Rep. Thurston moved to adjourn. The motion passed with a vote of 8-0-4.
