Chair Daw called the meeting to order. 

MOTION:     Rep. Ward moved to approve the minutes of the February 9, 2017, meeting.

1. H.B. 262 Dental Licensing Amendments (Poulson, M.)

Rep. Marie H. Poulson presented the bill with the assistance of Mr. Monte Thompson, Utah Dental Association.

Mr. Lynn Powell spoke in favor of the bill.

MOTION:     Rep. Ward moved to pass H.B. 262 out favorably. The motion passed with a vote of 9-0-3.

2. H.C.R. 17 Concurrent Resolution Designating Autism after 21 Day (Edwards, R.)

Rep. Rebecca P. Edwards presented the bill with the assistance of Ms. Sheryl Smith and Ms. Laura Anderson of Autism Utah.

MOTION:     Rep. Hollins moved to pass H.C.R. 17 out favorably. The motion passed with a vote of 9-0-3.

MOTION:     Rep. Chavez-Houck moved to place H.C.R. 17 on the Consent Calendar. The motion passed with a vote of 10-0-2.

3. 1st Sub. S.B. 44 Dental Insurance Amendments (Christensen, A.)

Sen. Allen M. Christensen presented the bill.

MOTION:     Rep. Ward moved to amend 1st Substitute S.B. 44 with Amendment #2. 

1.    Page 2, Lines 26 through 33:   

26   31A-22-645. Dental insurance – Contract provision for noncovered services.

27   (1) For purposes of this section:

28   (a) "Covered services" means dental services for which reimbursement:

MOTION:     Rep. Miles moved to pass 1st Substitute S.B. 44 out favorably. No vote taken.

SUBSTITUTE MOTION:   Rep. Ward moved to amend 1st Substitute S.B. 44 with Amendment #3.

1.         Amend line 29, as line 29 was amended by Amendment 2, February 13, 2017, 12:15 p.m., adopted by the House Health and Human Services Standing Committee February 13, 2017, as follows:

                        After "{ (A) is available }", insert "is available or".

MOTION:     Rep. Miles moved to pass 1st Substitute S.B. 44 out favorably. The motion passed with a vote of 10-0-2.

4. S.B. 48 Nurse Licensure Compact (Vickers, E.)

Sen. Evan J. Vickers presented the bill with the assistance of Mr. Ben Becker, Utah Organization of Nurse Leaders.

Ms. Kathleen Kaufman, Utah Nurses Association, spoke in favor of the bill.

MOTION:     Rep. Ward moved to pass S.B. 48 out favorably. The motion passed with a vote of 10-0-2.

5. H.B. 189 Pharmacy Compounding Amendments (Ward, R.)

Rep. Raymond P. Ward presented the bill.

Ms. Evelyn Everton, Americans for Prosperity, spoke in favor of the bill.

Mr. Dave Davis, President, Utah Retail Merchants Association, spoke in opposition to the bill.

Mr. Adam Jones, Utah Pharmacy Association, spoke in opposition to the bill.

Mr. Mark Brinton, Utah Medical Association, spoke in favor of the bill.

Ms. Sarah Johnson spoke in favor of the bill.

MOTION:     Rep. Chavez-Houck moved to pass H.B. 189 out favorably.

The motion passed with a vote of 7-4-1. 

6. H.B. 286 Essential Treatment and Intervention Act (Christensen, L.)

Rep. LaVar Christensen presented the bill with the assistance of Mr. Dennis Cecchini.

MOTION:     Rep. Thurston moved that the committee adjourn at 3:59. The motion passed with a vote of 9-1-2.

Mr. Kelly Atkinson, Utah Health Insurance Association, spoke to the bill.
