1. S.B. 35 Veterans Tuition Gap Program Act Amendments (Escamilla (Robles), L.)
Sen. Luz Escamilla presented the bill with the assistance of Mr. Spencer Jenkins, Utah System of Higher Education.
MOTION: Rep. Miles moved to pass S.B. 35 out favorably. The motion passed with a vote of 9-0-3.

2. H.B. 299 Substance Abuse and Mental Health Act Amendments (Redd, E.)
Rep. Edward H. Redd presented the bill with the assistance of Mr. Jeremy Christensen, Division of Substance Abuse and Mental Health, Department of Human Services.
Mr. Tom Ross, Bountiful Police Chief, and Utah Chiefs of Police Association, spoke in favor of the bill.
MOTION: Rep. Daw moved to replace H.B. 299 with 1st Substitute H.B. 299. The motion passed with a vote of 11-0-1.

4. H.B. 286 Essential Treatment and Intervention Act (Christensen, L.)
Rep. LaVar Christensen presented the bill.
Mr. Kelly Atkinson, Utah Health Insurance Association, spoke to the bill, expressing concern. He stated that he was also authorized to indicate that America's Health Insurance Plans also has concern with the bill.
Mr. Will Carlson, SWAP (Statewide Association of Prosecutors), spoke to the bill.
Ms. Michelle McOmber, Utah Medical Association, spoke to the bill.
