Chair Peterson called the meeting to order at 2:07 p.m.

MOTION:     Rep. Coleman moved to approve the minutes of the February 6 and February 9, 2017 meetings. The motion passed unanimously.

1. H.B. 292 Charter School Admission Amendments (Fawson, J.)

Rep. Justin L. Fawson explained the bill.

Mr. Royce Van Tassell, Executive Director, Utah Association of Public Charter Schools spoke in favor of the bill.

Ms. Janey Stoddard, School Administrator, Venture Academy spoke in favor of the bill.

Ms. Kristin Elinkowski, Chair, State Charter School Board, spoke in favor of the bill.

MOTION:     Rep. McCay moved to pass H.B. 292 out favorably. The motion passed with a vote of 10-0-4.

MOTION:     Rep. Fawson moved to place H.B. 292 on the Consent Calendar. The motion passed with a vote of 9-0-5.

2. H.B. 264 Utah Education Amendments (Christensen, L.)

Rep. LaVar Christensen explained the bill.

MOTION:     Rep. Christensen moved to replace H.B. 264 with 2nd Substitute H.B. 264. The motion passed with a vote of 9-0-5.

MOTION:     Rep. Christensen moved to amend 2nd Substitute H.B. 264 with Amendment #1.

The motion passed with a vote of 10-0-4.

MOTION:     Rep. Christensen moved to amend 2nd Substitute H.B. 264 with Amendment #2.

The motion passed with a vote of 10-0-4.

Dr. Sydnee Dickson, State Superintendent of Public Instruction, Utah State Board of Education spoke to the bill.

Ms. Lisa Cummins, Member, Utah State Board of Education, spoke in favor of the bill.

Ms. Alise Ellis, Member, Utah State Board of Education, spoke in favor of the bill.

Ms. Terryl Warner, Member, Utah State Board of Education, spoke to the bill.

Ms. Linda Hansen, Member, Utah State Board of Education, spoke to the bill.

MOTION:     Rep. Fawson moved to pass 2nd Substitute H.B. 264, as amended, out favorably. The motion passed with a vote of 9-2-3.

3. H.B. 241 School Accountability Amendments (Poulson, M.)

Rep. Marie H. Poulson explained the bill with the assistance of Janey Stoddard, principal, Venture Academy charter school.

Mr. Terry Shoemaker, Executive Director, Utah School Superintendents Association, spoke in favor of the bill.

Ms. Heidi Matthews, Utah Education Association, spoke in favor of the bill.

Ms. Rita Heagren, American Federation of Teachers Utah, spoke in favor of the bill.

Ms. LeAnn Wood, Utah Parent Teacher Association, spoke in favor of the bill.

Ms. Susan Zobel, Bonneville Junior High, spoke in favor of the bill.

Mr. Keith Conley, Geneva Elementary School, spoke in favor of the bill.

Mr. Paul Zuckerman, retired teacher, spoke in favor of the bill.

Ms. Becky Bisseger, Salt Lake City School District, spoke in favor of the bill.

Ms. Alisa Ellis, Member, State Board of Education, spoke to the bill.

MOTION:     Rep. Moss moved to pass H.B. 241 out favorably. The motion passed with a vote of 6-4-4.

MOTION:     Rep. Fawson moved to adjourn. The motion passed unanimously.

Chair Peterson adjourned the meeting at 4:04 p.m.
