Chair Bramble called the meeting to order at 8:30 a.m.
1. S.B. 197 Manufacturing Amendments (Adams, J. S.)
Sen. Adams explained the bill.
Mr. Matthew Weinstein, Voices of Utah Children, spoke in opposition to the bill.
Mr. Todd Bingham, President, Utah Manufactures Association, spoke in favor of the bill.
Mr. Roger Tew, Utah League of Cities and Towns, spoke in opposition to the bill.
Mr. Mark Compton, President, Utah Mining Association, spoke in favor of the bill.
Mr. Spencer Nitz, Research Analyst, Utah Taxpayers Association, spoke in favor of the bill.
MOTION: Sen. Hemmert moved to pass S.B. 197 out favorably. The motion passed with a vote of 4-2-2.

MOTION: Sen. Bramble moved to replace S.B. 157 with 1st Substitute S.B. 157. The motion passed with a vote of 6-0-2.
