Chair Stratton called the meeting to order at 8:05 a.m.

MOTION:     Rep. Owens moved to approve the minutes of the February 14, 2017 meeting. The motion passed with a vote of 8-0-5.

1. H.B. 282 State Fair Park Board Amendments (Schultz, M.)

Rep. Schultz explained the bill.

Ms. LuAnn Adams, Commissioner, Department of Agriculture and Food, spoke in favor of the bill.

Mr. Larry Mullenax, Executive Director, Utah State Fair, spoke in favor of the bill.

MOTION:     Rep. Hawkes moved to pass H.B. 282 out favorably. The motion passed with a vote of 9-0-4.

MOTION:     Rep. Wilde moved to place H.B. 282 on the Consent Calendar. The motion passed with a vote of 9-0-4.

2. H.J.R. 012 Joint Resolution – Congressional Term Limits (Hawkes, T.)

Rep. Hawkes explained the bill.

Mr. Kory Holdaway, citizen, spoke in favor of the bill.

MOTION:     Rep. Owens moved to pass H.J.R.12 out favorably. The motion passed with a vote of 11-0-2.

3. S.C.R. 003 Concurrent Resolution Requesting the Department of Energy Adequately Fund the Uranium Mill Tailings Remedial Action Project (Hinkins, D.)

Sen. Hinkins explained the bill.

MOTION:     Rep. Sagers moved to pass H.C.R. 3 out favorably. The motion passed with a vote of 12-0-1.

4. 1st Sub. S.J.R. 5 Joint Resolution Supporting Proposed Federal Changes to Distributions to Utah Navajo Trust Fund (Hinkins, D.)

Sen. Hinkins explained the bill.

MOTION:     Rep. Watkins moved to pass S.J.R.5 S01 out favorably. The motion passed with a vote of 12-0-1.

5. H.B. 280 Agriculture Regulation Preemption Amendments (Handy, S.)

Rep. Handy explained the bill.

Mr. Robert Hougaard, Director, Plant Industry and Conservation, Department of Agriculture and Food, spoke in favor of the bill.

Mr. Sterling Brown, Utah Farm Bureau, spoke in favor of the bill.

Mr. Mike Kohler, Dairy Producers of Utah, spoke in favor of the bill.

MOTION:     Rep. Barlow moved to amend H.B. 280 with Amendment #1.

MOTION:     Rep. Sandall moved to pass H.B. 280 out favorably as amended. The motion passed with a vote of 11-0-2.

MOTION:     Rep. Owens moved to adjourn. The motion passed with a vote of 11-0-2.
