Chair Christensen called the meeting to order at 2:12 p.m.

MOTION:     Sen. Knudson moved to approve the minutes of the February 14, 2017 meeting. The motion passed with a vote of 6-0-2.

1. S.B. 219 Pharmaceutical Product Amendments (Shiozawa, B.)

Sen. Shiowaza explained the bill.

Mr. Katia Borden spoke in favor of the bill.

Ms. Margo Thurman, Executive Director, Epilepsy Foundation of Utah, spoke in favor of the bill.

Ms. Michelle McOmber, Chief Executive Officer, Utah Medical Association, spoke in favor of the bill.

Ms. Dorothy Bradford spoke to the bill.

MOTION:     Sen. Shiozawa moved to pass S.B. 219 out favorably. The motion passed with a vote of 8-0-0.

Sen. Fillmore assumed the chair.

MOTION:     Sen. Van Tassell moved to place S.B. 219 on the Consent Calendar. The motion passed with a vote of 8-0-0.

2. 1st Sub. H.B. 130 Cannabinoid Research (Daw, B.)

MOTION:     Sen. Vickers moved to replace 1st Substitute H.B. 130 with 2nd Substitute H.B. 130. The motion passed with a vote of 8-0-0.

Rep. Daw explained the bill.

Ms. Michelle McOmber, Chief Executive Officer, Utah Medical Association, spoke in favor of the bill.

Mr. Tom Ross, Bountiful Police Chief, Utah Chiefs of Police Association, spoke in favor of the bill.

Ms. Gabrielle Saunders spoke in favor of the bill.

Ms. Cindy Mayhen spoke in favor of the bill.

Ms. Dorothy Bradford spoke in favor of the bill.

Mr. Greg Heredic spoke in favor of the bill.

MOTION:     Sen. Christensen moved to pass 2nd Substitute H.B. 130 out favorably. The motion passed with a vote of 7-1-0.

MOTION:     Sen. Dabakis moved to adjourn. The motion passed with a vote of 8-0-0. 

Chair Fillmore adjourned the meeting at 2:57 p.m.
