Acting Chair Henderson called the meeting to order at 2:10 p.m.

 

MOTION:     Sen. Hillyard moved to approve the minutes of February 14, 2017. The motion passed unanimously.


1. S.B. 220 Student Assessment and School Accountability Amendments (Millner, A.)


Sen. Ann Millner explained the bill.


Dr. Rich Nye, Deputy Superintendent, Utah State Board of Education spoke to the bill.

MOTION:     Sen. Millner moved to pass S.B. 220 out favorably. The motion passed with a vote of 5-0-2.

2. S.B. 223 Modifications to Charter School Governance (Henderson, D.)


Sen. Deidre M. Henderson explained the bill.

 

MOTION:     Sen. Henderson moved to replace S.B. 223 with 1st Substitute S.B. 223. The motion passed with a vote of 4-0-3.

 (b) rules that authorize assistance by the State Board of Education, if necessary, to an authorizer in an effort to comply; and 

       

 (c) penalties for an authorizer that fails, after reasonable notice, to comply, including a moratorium on the authorizer's authority to authorize a new charter school or enter into a contract.  

57   Section 2. Section 53A-1a-501.7 is amended to read:
