MOTION: Rep. Winder moved to approve the minutes of the February 10 and February 14, 2017 meetings. The motion passed with a vote of 6-0-6.

1. H.B. 123 Juvenile Offenses Amendments (Roberts, M.)
Rep. Marc K. Roberts presented the bill with the assistance of Ms. Jennifer Valencia, Director, Utah Sentencing Commission.
Ms. Pam Vickery, Executive Director, Utah Juvenile Defender Attorneys, Chair, Utah Board of Juvenile Justice, and Vice Chair, Sentencing Commission, spoke in favor of the bill.
Mr. Will Carlson, Statewide Association of Prosectutors, spoke in opposition to the bill.
Mr. Matt Davies, Child Psycologist, spoke in favor of the bill.
Ms. Deondra Brown, President, Foundation for Survivors of Abuse, spoke in opposition to the bill.
Mr. Ron Gordon, Executive Director, Commission on Criminal and Juvenile Justice, spoke in favor of the bill.
Mr. Spencer Walsh, Chief Prosecutor, Cache County Attorney's Office, spoke in opposition to the bill.
MOTION: Rep. Redd moved to hold H.B. 123.
SUBSTITUTE MOTION: Rep. Miles moved to replace H.B. 123 with 1st Substitute H.B. 123. The motion passed with a vote of 10-0-2.
