Chair Edwards called the meeting to order at 2:24 p.m.

MOTION:     Rep. Albrecht moved to approve the minutes. The motion passed with a vote of 8-0-2.

1. H.B. 311 International Relations and Trade Commission Sunset (Hutchings, E.)

Rep. Eric K. Hutchings presented the bill.

MOTION:     Rep. Sandall moved to pass H.B. 311 out favorably. The motion passed with a vote of 8-0-2.

MOTION:     Rep. Sandall moved to place H.B. 311 on the Consent Calendar. The motion passed with a vote of 8-0-2.

2. H.B. 272 Regulatory Impact Amendments (Wilson, B.)

Rep. Brad R. Wilson presented the bill with the assistance of Mr. Michael Parker, Director of Public Policy, Salt Lake Chamber.

Mr. Mark Compton, Utah Mining Association, spoke in favor of the bill.

MOTION:     Rep. Sandall moved to amend H.B. 272 with Amendment #1.

3. S.B. 178 Military Installation Development Authority Amendments (Stevenson, J.)

Sen. Jerry Stevenson presented the bill with the assistance of Mr. Paul Morris, Military Installation Development Authority.

MOTION:     Rep. Romero moved to amend S.B. 178 with Amendment #2.

4. H.B. 312 Housing Pilot Program for Low-income Students (Winder, M.)

Rep. Mike Winder presented the bill with the assistance of Ms. McCall Hopkins, Q3 Student Partners, and Mr. Howard Headlee, Utah Bankers Association.

MOTION:     Rep. Maloy moved to amend H.B. 312 with Amendment #1.

1.    Page 4, Lines 89 through 93:   

89   (c) "Low-income student" means a student who:

90   (i) at the time of high school graduation lived in a household with a gross income at or

91below 135% of the federal poverty level;

92   (ii) is actively pursuing a

93   (iii) is selected to participate in the program.

MOTION:     Rep. Romero moved to pass H.B. 312 out favorably. The motion passed with a vote of 8-0-2.

5. H.B. 240 Employability to Careers Program (Schultz, M.)

Rep. Mike Schultz presented the bill with the assistance of Ms. Melissa Freigang, Logistic Specialties, Inc.

Mr. Nate Talley, Governor's Office of Management and Budget, spoke to the bill.

Ms. Kathleen Bounous, Director of Legislative Affairs, Department of Workforce Services, spoke to the bill.

Dr. Thomas Young, Office of the Legislative Fiscal Analyst, spoke to the bill.

MOTION:     Rep. Sandall moved to replace H.B. 240 with 1st Substitute H.B. 240. The motion passed with a vote of 8-0-2.

MOTION:     Rep. Winder moved to pass 1st Substitute H.B. 240 out favorably.

SUBSTITUTE MOTION:   Vice Chair Westwood moved to hold 1st Substitute H.B. 240. The motion failed with a vote of 3-7-0.

Rep. Winder's motion to pass 1st Substitute H.B. 240 out favorably passed with a vote of 7-3-0.

MOTION:     Rep. Watkins moved to adjourn. The motion passed with a vote of 10-0-0.

Chair Edwards adjourned the meeting at 5:17 p.m.
