Vice Chair Christofferson called the meeting to order at 4:16 p.m.

MOTION:     Rep. Westwood moved to approve the minutes of the February 10, 2017 meeting. The motion passed with a vote of 8-0-4.

1. H.B. 343 Agricultural and Leadership Education Support Special Group License Plate (Thurston, N.)

Rep. Norman K. Thurston explained the bill with the assistance of Ms. LuAnn Adams, Commissioner, Utah Department of Agriculture and Food.

MOTION:     Rep. Westwood moved to pass H.B. 343 out favorably. The motion passed with a vote of 10-0-2.

MOTION:     Rep. Fawson moved to place H.B. 343 on the Consent Calendar. The motion passed with a vote of 10-0-2.

2. 1st Sub. S.B. 90 Vehicle Inspection and Registration Amendments (Anderegg, J.)

Sen. Jacob L. Anderegg explained the bill.

MOTION:     Rep. Moss moved to pass 1st Substitute S.B. 90 out favorably. The motion passed with a vote of 9-1-2.

MOTION:     Chair Schultz moved to reconsider action on HB 343. The motion passed with a vote of 11-0-1.

MOTION:     Chair Schultz moved to amend H.B. 343 with Amendment #1.

MOTION:     Rep. Westwood moved to pass 1st Substitute S.B. 40 out favorably. The motion passed with a vote of 11-0-1.

MOTION:     Chair Schultz moved to pass 1st Substitute S.B. 95 out favorably. The motion passed with a vote of 11-0-1.

6. S.B. 96 Unsecured Load Amendments (Harper, W.)

Sen. Wayne A. Harper explained the bill.

Colonel Michael Rapich, Utah Highway Patrol, spoke in favor of the bill.

Ms. Linda Hull, Policy and Legislative Services Director, Utah Department of Transportation, spoke in favor of the bill.

MOTION:     Rep. Westwood moved to pass S.B. 96 out favorably. The motion passed with a vote of 10-1-1.

7. S.B. 183 High Load Motor Vehicles (Harper, W.)

Sen. Wayne A. Harper explained the bill.

MOTION:     Chair Schultz moved to pass S.B. 183 out favorably. The motion passed with a vote of 11-0-1.

MOTION:     Rep. Fawson moved to adjourn. The motion passed with a vote of 11-0-1.

Vice Chair Christofferson adjourned the meeting at 5:18 p.m.
