Chair Hemmert called the meeting to order at 12:34 p.m.

MOTION:     Sen. Fillmore moved to approve the minutes of the February 1, 2017 meeting. The motion passed with a vote of 3-0-3.

1. H.B. 28 Public Employees Long-term Disability Act Amendments (Duckworth, S.)

Rep. Duckworth explained the bill.

MOTION:     Sen. Mayne moved to pass H.B. 28 out favorably. The motion passed with a vote of 4-0-2.

MOTION:     Sen. Mayne moved to place H.B. 28 on the Consent Calendar. The motion passed with a vote of 4-0-2.

2. 1st Sub. S.B. 109 Small Employer Retirement Program (Weiler, T.)

MOTION:     Sen. Weiler moved to replace 1st Substitute S.B. 109 with 2nd Substitute S.B. 109. The motion passed with a vote of 4-0-2.

Sen. Weiler explained the bill.

MOTION:     Sen. Fillmore moved to pass 2nd Substitute S.B. 109 out favorably. The motion passed with a vote of 4-0-2.

3. 1st Sub. H.B. 166 School and Institutional Trust Fund Amendments (Moss, J.)

Rep. Moss presented the bill with the assistance of Tim Donaldson, Director, Children's Trust, Utah State Board of Education

Peter Madsen, Director, School and Institutional Trust Fund Office, spoke in favor of the bill.

MOTION:     Sen. Fillmore moved to pass 1st Substitute H.B. 166 out favorably. The motion passed with a vote of 5-0-1.

MOTION:     Sen. Fillmore moved to adjourn. The motion passed with a vote of 5-0-1.

Chair Hemmert adjourned the meeting at 12:47 p.m.
