            Rep. Webb assumed the chair and called the meeting to order at 8:17 a.m.

1. H.C.R. 21 Concurrent Resolution Encouraging NASA to Consider Tooele County for a Test Facility (Sagers, D.)

Rep. Douglas V. Sagers presented the bill.

            Vice Chair Hall assumed the chair.

MOTION:     Rep. Webb moved to pass H.C.R. 21 out favorably. The motion passed with a vote of 10-0-3.

MOTION:     Rep. Ward moved to place H.C.R. 21 on the Consent Calendar. The motion passed with a vote of 10-0-3.

2. H.B. 355 Unified Commercial Development Amendments (Gibson, F.)

Rep. Gibson presented the bill.

Mr. Nate Sechrezi, Utah Reagan Outdoor Advertising, spoke in favor of the bill.

MOTION:     Rep. Wilde moved to pass H.B. 355 out favorably. The motion passed with a vote of 11-0-2.

MOTION:     Vice Chair Hall moved to approve the minutes of the February 16, 2017, meeting. The motion passed with a vote of 11-0-2.

3. H.B. 324 Local Budget Hearing Notice Amendments (Cutler, B. R.)

Rep. Cutler presented the bill.

Mr. Michael Curtis, Office of Legislative Research and General Counsel, responded to questions.

Mr. Cameron Diehl, Director of Government Relations, Utah League of City and Towns, spoke in favor of the bill.

Mr. Billy Hesterman, Utah Taxpayers Association, spoke to the bill.

MOTION:     Rep. Poulson moved to replace H.B. 324 with 1st Substitute H.B. 324. The motion passed with a vote of 11-0-2.

MOTION:     Rep. Dunnigan moved to amend 1st Substitute H.B. 324 with a verbal amendment. Rep. Dunnigan withdrew his motion.

4. H.C.R. 20 Concurrent Resolution Recognizing Those Who Served and Sacrificed During the Cold War (Greene, B.)

Rep. Greene presented the bill.

MOTION:     Rep. Ward moved to amend H.C.R. 20 with Amendment #1 as follows:

1.    Page 2, Lines 55 through 57:   

55   WHEREAS, a medal, commissioned by

56commemorates those men and women from Utah whose service and sacrifice assisted in

57achieving the Cold War victory; and

The motion passed with a vote of 11-0-2.

MOTION:     Rep. Poulson moved to pass H.C.R. 20, as amended, out favorably. The motion passed with a vote of 10-0-3.

MOTION:     Rep. Ward moved to place H.C.R. 20, as amended, on the Consent Calendar. The motion passed with a vote of 10-0-3.

5. H.B. 324 Local Budget Hearing Notice Amendments (Cutler, B. R.)

MOTION:     Rep. Dunnigan moved to amend 1st Substitute H.B. 324 with Amendment #1 as follows:

6. H.B. 364 Removal of Local Elected Officials (Chavez-Houck, R.)

Rep. Chavez-Houck presented the bill.

Mr. Andrew Riggle, Public Policy Analyst, Disability Law Center, spoke in opposition to the bill.

Mr. Cameron Diehl, Director of Government Relations, Utah League of City and Towns, spoke in opposition to the bill.

Mr. Scott Howell, former Utah State Senator, spoke to the bill.

MOTION:     Rep. Kwan moved to hold H.B. 364. The motion passed with a vote of 11-0-2.

MOTION:     Rep. Wilde moved to adjourn. The motion passed with a vote of 11-0-2.
