Chair Bramble called the meeting to order at 8:00 a.m.

MOTION:     Sen. Weiler moved to approve the minutes of February 16, 2017. The motion passed with a vote of 3-0-5.

1. S.B. 208 Utah Uniform Commercial Real Estate Receivership Act (Hillyard, L.)

Sen. Hillyard presented the bill with the assistance of David Leta, bankruptcy attorney.

MOTION:     Sen. Ipson moved to pass S.B. 208 out favorably. The motion passed with a vote of 5-0-3.

MOTION:     Sen. Ipson moved to place S.B. 208 on the Consent Calendar. The motion passed with a vote of 5-0-3.

2. S.B. 231 Business Entities Amendments (Hillyard, L.)

Sen. Hillyard presented the bill with the assistance of Kathy Berg, Director of Utah Division of Corporations and Commercial Code.

MOTION:     Sen. Ipson moved to pass S.B. 231 out favorably. The motion passed with a vote of 5-0-3.

MOTION:     Sen. Ipson moved to place S.B. 231 on the Consent Calendar. The motion passed with a vote of 5-0-3.

3. H.B. 52 Political Contribution Reporting Amendments (Daw, B.)

Rep. Daw explained the bill.

MOTION:     Sen. Ipson moved to pass H.B. 52 out favorably. The motion passed with a vote of 5-0-3.

4. 1st Sub. H.B. 94 Occupational and Professional Licensure Review Committee Amendments (Greene, B.)

Rep. Greene explained the bill.

Candace Daly, lobbyist spoke to the bill.

Heather Williamson, Utah Americans for Prosperity, spoke in favor of the bill.

Connor Boyack, Libertas Institute, spoke in favor of the bill.

MOTION:     Sen. Davis moved to go to the next item on the agenda.

MOTION:     Sen. Davis moved to withdraw motion.

MOTION:     Sen. Weiler moved to pass 1st Substitute H.B. 94 out favorably. The motion passed with a vote of 4-1-3.

5. H.B. 178 Good Landlord Amendments (King, B. S.)

Rep. King explained the bill.

Gary Williams, Ogden City attorney, spoke to the bill.

Anna Thomas, ACLU of Utah, spoke in favor of the bill.

Michael McAinsh, Secretary, Utah Prisoner Advocate Network spoke in favor of the bill.

Jesse Garcia, Circles Coordinator, Weber County spoke to the bill.

Mike Haddon, Utah Department of Corrections, spoke in favor of the bill.

Jodi Hart, RRJ Consulting, Ogden City, spoke to the bill.

MOTION:     Sen. Weiler moved to amend H.B. 178 with Amendment #4.

1.    Page 4, Lines 112 through 113:      

112 (b) A municipality may not adopt a new disproportionate rental fee unless the

113municipality provides a disproportionate rental fee reduction.

The motion failed with a vote of 3-3-2.

MOTION:     Sen. Ipson moved to adjourn. The motion failed with a vote of 1-5-2.

MOTION:     Sen. Davis moved to pass H.B. 178 out favorably. The motion passed with a vote of 5-1-2.

MOTION:     Sen. Weiler moved to adjourn. The motion passed with a vote of 6-0-2.
