Vice Chair Thurston called the meeting to order at 3:02 p.m.

MOTION:     Rep. McCay moved to approve the minutes of the February 13, 2017 meeting. The motion passed with a vote of 6-0-4.

1. H.B. 320 Notaries Public Amendments (Hutchings, E.)

Rep. Eric K. Hutchings presented the bill with the assistance of Ms. Jennifer Storie, Notary Public Administrator, Office of the Lieutenant Governor.

Mr. Joseph Rust, resident, spoke in opposition to the bill.

Mr. Todd Kiser, Commissioner, Utah Insurance Department, spoke in favor of the bill.

Mr. Brian Nelson, Director, Division of Risk Management, spoke in favor of the bill.

MOTION:     Rep. Perry moved to amend H.B. 320 with Amendment #1:

1.    Page 8, Lines 230 through 231:      

230 (c) licensed escrow agent, as defined in Section 31A-1-301, acting as the title insurance

231producer in signing

The motion passed with a vote of 8-0-2.

MOTION:     Rep. Perry moved to pass H.B. 320 out favorably. The motion passed with a vote of 8-1-1.

2. H.B. 335 Utah Population Estimates Production (Spendlove, R.)

Rep. Robert M. Spendlove presented the bill with the assistance of Ms. Natalie Gochnour, Director, Kem C. Gardner Policy Institute.

Mr. Ronald Mortenson, resident, spoke in opposition to the bill.

MOTION:     Rep. Arent moved to amend H.B. 335 with Amendment #1:

1.    Page 37, Lines 1137 through 1139:        

1137Subsection (1)(a) is the chair of the committee.

1139Section 22. Section 63C-18-104 is enacted to read:

The motion passed with a vote of 10-0-0.

MOTION:     Rep. Arent moved to pass H.B. 335 out favorably. The motion passed with a vote of 10-0-0.

MOTION:     Rep. McCay moved to place H.B. 335 on the Consent Calendar.

Rep. McCay withdrew his motion.

3. H.B. 285 Voter Registration Amendments (Chavez-Houck, R.)

Rep. Rebecca Chavez-Houck presented the bill with the assistance of Ricky Hatch, Clerk/Auditor, Weber County, and Mr. Brian McKenzie, Chief Deputy Clerk/Auditor, Davis County.

Mr. James Evans, Chair, Utah Republican Party, spoke in opposition to the bill.

Mr. Danny Harris, Director of Advocacy, AARP Utah, spoke in favor of the bill.

Mr. Kory Holdaway, resident, spoke in favor of the bill.

MOTION:     Rep. Arent moved to pass H.B. 285 out favorably. The motion failed with a vote of 3-5-2.

MOTION:     Rep. V. Peterson moved to adjourn. The motion passed with a vote of 8-0-2.

Chair Peterson adjourned the meeting at 4:34 p.m.
