Chair Eliason called the meeting to order at 2:24 p.m.

MOTION:     Rep. Lisonbee moved to approve the minutes of the February 14, 2017 meeting. The motion passed with a vote of 8-0-4.

1. S.J.R. 1 Joint Rules Resolution on Funding Mix Determinations (Stevenson, J.)

Sen. Stevenson explained the bill.

MOTION:     Rep. Moss moved to pass S.J.R. 1 out favorably. The motion passed with a vote of 9-0-3.

2. H.B. 318 Recycling Market Development Zone Tax Credit Repeal (Peterson, J.)

Rep. J. Peterson explained the bill.

Mr. Ryan Schipaanboord, Western Metals Recycling, spoke to the bill.

Mr. Todd Bingham, President, Utah Manufacturers Association, spoke in opposition to the bill.

Mr. Tim Fox, Western Metals Recycling, spoke in opposition to the bill.

Ms. Candace Daly, spoke on behalf of NuCor, Clearfield Recycling, and Metro Group, in opposition to the bill.

MOTION:     Rep. Sagers moved to replace H.B. 318 with 1st Substitute H.B. 318. The motion passed with a vote of 10-0-2.

MOTION:     Rep. Stanard moved to hold 1st Substitute H.B. 318. The motion passed with a vote of 10-0-2.

3. H.B. 294 Utah Intergenerational Poverty Work and Self-sufficiency Tax Credit (Westwood, J.)

Rep. Westwood explained the bill assisted by Mr. Matthew Weinstein, Voices for Utah Children.

Ms. Gina Cornia, Executive Director, Utahns Against Hunger, spoke in favor of the bill.

Dr. Bill Cosgrove, American Academy of Pediatrics, spoke in favor of the bill.

Mr. Stan Rasmussen, Sutherland Institute, spoke in favor of the bill.

Ms. Erin Jemison, Director of Public Policy, YWCA of Utah, spoke in favor of the bill.

Ms. Erika Ofek, Utah Chapter of the American Academy of Pediatrics, spoke in favor of the bill.

Dr. Ryan Hassan, Utah Chapter of the American Academy of Pediatrics, spoke in favor of the bill.

MOTION:     Rep. Lisonbee moved to replace H.B. 294 with 2nd Substitute H.B. 294. The motion passed with a vote of 9-0-3.

MOTION:     Rep. King moved to hold 2nd Substitute H.B. 294. The motion passed with a vote of 9-0-3.

MOTION:     Rep. Sagers moved to adjourn. The motion passed with a vote of 9-0-3.
