1. H.B. 181 State Engineer Fee Application Amendments (Wilde, L.)

Rep. Wilde explained the bill.

MOTION:     Sen. Hinkins moved to pass H.B. 181 out favorably.

The motion passed with a vote of 4-0-3.

MOTION:     Sen. Hinkins moved to approve the minutes for February 17, 2017

The motion passed with a vote of 5-0-2.

2. S.B. 217 Environmental Impact Mitigation Regarding New Prison Project (Escamilla (Robles), L.)

Sen. Escamilla explained the bill.

MOTION:     Sen. Hinkins moved to move to next agenda item.

The motion passed with a vote of 4-1-2.

3. H.B. 95 Little Sahara State Park Designation (Eliason, S.)

Sen. Eliason explained the bill.

Jeff Rasmussen, Deputy Director, Utah State Parks, spoke to the bill.

Sen.lines 59 to 63 Christensen moved to delete lines 59 to 63.

Sen. Christensen withdrew his motion.

Sterling Brown, Vice President, Public Policy, Utah Farm Bureau, spoke to the bill.

MOTION:     Sen. Hinkins moved to pass H.B. 95 out favorably.

The motion passed with a vote of 5-0-2.

4. H.B. 84 Water Law - Nonuse Applications (Hawkes, T.)

Rep. Hawkes explained the bill.

Kent Jones, State Engineer, Utah Division of Water Rights, spoke in favor of the bill.

MOTION:     Sen. Hinkins moved to pass H.B. 84 out favorably.

The motion passed with a vote of 5-0-2.

5. H.B. 118 Authority of State Engineer (Hawkes, T.)

Rep. Hawkes explained the bill.

Kent Jones, State Engineer, Utah Division of Water Rights, spoke in favor of the bill.

MOTION:     Sen. Hinkins moved to pass H.B. 118 out favorably.

The motion passed with a vote of 5-0-2.

MOTION:     Sen. Hinkins moved to place H.B. 118 on the Consent Calendar.

The motion failed with a vote of 4-1-2.

6. 1st Sub. H.C.R. 7 Concurrent Resolution Supporting Ranchers Grazing Livestock on Public Lands (Westwood, J.)

Rep.  Westwood explained the bill.

Sterling Brown, Vice President, Public Policy, Utah Farm Bureau, spoke in favor of the bill.

Steve Erickson, Great Basin Water Network, spoke in favor of the bill.

MOTION:     Sen. Hinkins moved to pass 1st Substitute H.C.R. 7 out favorably.

The motion passed with a vote of 5-0-2.

7. H.C.R. 18 Concurrent Resolution Encouraging Utahns to Consider the Smog Rating When Purchasing a Vehicle (Arent, P.)

Rep. Arent explained the bill.

Bryce Bird, Director, Department of Environmental Qualtiy, Department of Air Quality, spoke in favor of the bill.

Craig Bickmore, Director, New Car Dealers of Utah, spoke in favor of the bill.

Ashley Miller, Program and Policy Director, Breathe Utah, spoke in favor of the bill.

MOTION:     Sen. Vickers moved to pass H.C.R. 18 out favorably.

The motion passed with a vote of 5-0-2.

MOTION:     Sen. Hinkins moved to adjourn.
