Chair Stephenson called the meeting to order at 8:01 a.m.

MOTION:     Sen. Dabakis moved to approve the minutes of the February 17, 2017 meeting.

The motion passed with a vote of 4-0-4.

1. H.B. 265 Safety Inspection Amendments (McCay, D.)

Rep. McCay presented the bill with the assistance of Trevor Woolley, BYU Student and Alex Hoagland, BYU Student.

Mr. Michael Rapich, Superintendent, Utah Highway Patrol, spoke in opposition to the bill.

Mr. Ken Weeks, President, What's Utah Up To, spoke in opposition to the bill.

Mr. Sam Kerbel, Industry Expert, Vehicle Emission Testing Association, spoke in opposition to the bill.

Mr. Wayne Jones, Executive Director, Used Car Dealers Association, spoke in opposition to the bill.

Mr. Richard Harrison, President, TechnaGlass, spoke in opposition to the bill.

Mr. Connor Boyack, President, Libertas Institute, spoke in favor of the bill.

Mr. Mark Terran, spoke in favor of the bill.

MOTION:     Sen. Hemmert moved to pass H.B. 265 out favorably.

The motion passed with a vote of 7-1-0.

2. S.B. 141 Income Tax Amendments (Dabakis, J.)

Sen. Hemmert assumed the chair.

Sen.Dabakis explained the bill.

MOTION:     Sen. Davis moved to pass S.B. 141 out favorably.

The motion failed with a vote of 2-4-2.

3. 1st Sub. H.B. 49 Social Security Tax Credit (Westwood, J.)

Rep. Westwood explained the bill.

Mr. Danny Harris, Director of Advocacy, AARP Utah, spoke in favor of the bill.

Ms. Erin Jemison, Director of Public Policy, YWCA Utah, spoke in favor of the bill.

MOTION:     Sen. Henderson moved to return 1st Substitute H.B. 49 to the Rules Committee.

The motion passed with a vote of 4-1-3.

MOTION:     Sen. Dabakis moved to adjourn.

The motion passed with a vote of 5-0-3.

Acting Chair Hemmert adjourned the meeting at 9:42 a.m.
