Chair Anderegg called the meeting to order at 8:00 a.m.

MOTION:     Sen. Buxton moved to approve the minutes of February 16, 2017. The motion passed with a vote of 2-0-5.

1. S.B. 224 Department of Workforce Services Amendments (Fillmore, L.)

Sen. Lincoln Fillmore explained the bill.

Ms. Gina Cornia, Utahns Against Hunger spoke in favor of the bill.

MOTION:     Sen. Mayne moved to pass S.B. 224 out favorably. The motion passed with a vote of 4-0-3.

MOTION:     Sen. Mayne moved to place S.B. 224 on the Consent Calendar. The motion passed with a vote of 4-0-3.

2. H.B. 268 Money Management Act Amendments (Knotwell, J.)

Rep. John Knotwell presented the bill with the assistance of Mr. Kirt Slaugh, Utah State Treasurer's Office.

MOTION:     Sen. Buxton moved to replace H.B. 268 with 1st Substitute H.B. 268. The motion passed with a vote of 4-0-3.

MOTION:     Sen. Millner moved to pass 1st Substitute H.B. 268 out favorably. The motion passed with a vote of 4-0-3.

MOTION:     Sen. Buxton moved to place 1st Substitute H.B. 268 on the Consent Calendar. The motion passed with a vote of 4-0-3.

3. 1st Sub. S.C.R. 6 Concurrent Resolution on Guarding the Civil Liberties and Freedoms for All American People (Shiozawa, B.)

Sen. Brian E. Shiozawa explained the resolution.

Mr. George Chapman spoke in favor of the resolution.

MOTION:     Sen. Millner moved to pass 1st Substitute S.C.R. 6 out favorably. The motion passed with a vote of 4-0-3.

MOTION:     Sen. Buxton moved to place 1st Substitute S.C.R. 6 on the Consent Calendar. The motion passed with a vote of 4-0-3.

4. S.C.R. 10 Concurrent Resolution Recognizing the 150th Anniversary of the First Transcontinental Railroad (Knudson, P.)

Sen. Peter C. Knudson explained the resolution.

Mr. Doug Foxley spoke in favor of the resolution.

MOTION:     Sen. Buxton moved to pass S.C.R. 10 out favorably. The motion passed with a vote of 4-0-3.

5. H.B. 258 Veterans Tax Amendments (Peterson, V.)

Rep. Val L. Peterson explained the bill.

MOTION:     Sen. Millner moved to pass H.B. 258 out favorably. The motion passed with a vote of 4-0-3.

MOTION:     Sen. Mayne moved to place H.B. 258 on the Consent Calendar. The motion passed with a vote of 4-0-3.

6. H.J.R. 7 Proposal to Amend Utah Constitution – Active Military Property Tax Exemption (Peterson, V.)

Rep. Val L. Peterson explained the resolution.

MOTION:     Sen. Millner moved to pass H.J.R. 7 out favorably. The motion passed with a vote of 4-0-3.

MOTION:     Sen. Millner moved to place H.J.R. 7 on the Consent Calendar. The motion passed with a vote of 4-0-3.

MOTION:     Sen. Buxton moved to saunter. The motion passed with a vote of 4-0-3.

7. H.B. 211 State Work of Art (Edwards, R.)

Rep. Rebecca P. Edwards presented the bill with the assistance of Ms. Laura Ault, Utah Division of Forestry, Fire and State Lands. Handouts, "Utah's Spiral Jetty" and a letter from the Utah Cultural Alliance were distributed.

Ms. Crystal Young-Otterstrom, Utah Cultural Alliance, spoke in favor of the bill.

MOTION:     Sen. Mayne moved to pass H.B. 211 out favorably. The motion passed with a vote of 4-0-3.

8. H.J.R. 9 Joint Resolution on the Utah Athletic Foundation (Hutchings, E.)

Rep. Eric K. Hutchings explained the resolution.

MOTION:     Sen. Buxton moved to pass H.J.R. 9 out favorably. The motion passed with a vote of 5-0-2.

MOTION:     Sen. Buxton moved to adjourn. The motion passed with a vote of 5-0-2.
