Chair Peterson called the meeting to order at 4:11 p.m.

1. H.B. 231 Educator Evaluation Amendments (Moss, J.)

Rep. Jefferson Moss explained the bill with the assistance of Ms. Angie Stallings, Deputy Superintendent, Utah State Board of Education.

Ms Jeannie Rowland, Educator Effectiveness Coordinator, Utah State Board of Education, spoke in favor of the bill.

Ms. Rita Heagren, American Federation of Teachers Granite School District, spoke to the bill.

Dr. Sara Jones, Utah Education Association, spoke to the bill.

Mr. Stan Lockhart spoke in favor of the bill.

MOTION:     Rep. McCay moved to amend H.B. 231 with amendment #1.

1.    Page 9, Lines 268 through 270:      

268 (1) A school district shall report to the State Board of Education

MOTION:     Rep. McCay moved to pass H.B. 231 out favorably, as amended. The motion passed with a vote of 11-0-3.

2. H.B. 368 Related to Basic School Programs Review (Fawson, J.)

Rep. Justin L. Fawson explained the bill.

Ms. Angie Stallings, Deputy Superintendent, Utah State Board of Education spoke to the bill.

Ms. Tami Pyfer, Education Advisor, Utah Governor's Office, spoke in favor of the bill.

MOTION:     Rep. McCay moved to amend H.B. 368 with Amendment #1.

1.    Page 1, Lines 13 through 15:

3. H.B. 352 Public Education Employment Revisions (Ivory, K.)

Rep. Ken Ivory explained the bill.

Ms. Angie Stallings, Deputy Superintendent, Utah State Board of Education, spoke to the bill.

Ms. Jennifer Johnson spoke in favor of the bill.

Ms. Lisa Nentl-Bloom,, Executive Director, Utah Education Association spoke in opposition to the bill.

Ms. Rita Heagren, American Federation of Teachers Granite School District, spoke in opposition to the bill.

Ms. Kathleen Riebe, teacher and member of the Utah State Board of Education, spoke in opposition to the bill.

Mr. Ben Rasmussen, Director of Law and Professional Practices, Utah Professional Practices Advisory Commission, spoke to the bill.

Ms. Tracy Watson, General Counsel, Utah Education Association, spoke to the bill.

MOTION:     Rep. Coleman moved to pass H.B. 352 out favorably. The motion failed with a vote of 4-6-4.

MOTION:     Rep. Fawson moved to adjourn. The motion passed unanimously.
