Acting Chair Stephenson called the meeting to order at 4:12 p.m.

MOTION:     Sen. Hillyard moved to approve the minutes of the February 21, 2017 meeting. The motion passed with a vote of 4-0-3.

1. S.B. 238 Higher Education Governance Revisions (Millner, A.)

Sen. Ann Millner explained the bill.

MOTION:     Sen. Millner moved to replace S.B. 238 with 1st Substitute S.B. 238. The motion passed with a vote of 4-0-3.

Dr. Dave Woolstenhulme, Commissioner, Utah Applied Technology College, spoke in favor of the bill.

Dr. David L. Buhler, Commissioner, Utah System of Higher Education, spoke in favor of the bill.

Ms. Kimberlee Carlile, Pathways Manager, Governor's Office of Economic Development spoke in favor of the bill.

President Michael J. Bouwhuis, Davis Applied Technology College, spoke in favor of the bill.

MOTION:     Sen. Millner moved to pass 1st Substitute S.B. 238 out favorably. The motion passed with a vote of 4-0-3.

Sen. Millner assumed the chair.

2. H.B. 100 Institutions of Higher Education Disclosure Requirements (Coleman, K.)

Rep. Kim F. Coleman explained the bill.

MOTION:     Sen. Stephenson moved to amend H.B. 100 with Amendment #3.

MOTION:     Sen. Iwamoto moved to pass H.B. 100 as amended out favorably. The motion passed with a vote of 4-0-3.

3. 1st Sub. H.B. 108 Teacher Salary Supplement Amendments (Christofferson, K.)

Rep. Kay J. Christofferson explained the bill.

MOTION:     Sen. Hillyard moved to amend 1st Substitute H.B. 108 with Amendment #1.

1.    Page 6, Lines 171 through 174:      

171 (9) Notwithstanding the provisions of this section, if the appropriation for the program

172is insufficient to cover the costs associated with salary supplements, the board [may limit or

173reduce the salary supplements] shall distribute the funds in the Teacher Salary Supplement

The motion passed with a vote of 4-0-3.

Mr. Travis Rawlings Licensing Coordinator, Utah State Board of Education, spoke in favor of the bill.

Ms. Susie Sommerkorn, Calculus teacher, Clearfied High School, spoke in favor of the bill.

Mr. Bruce Staley, Biology Teacher, Clearfield High School spoke to the bill.

MOTION:     Sen. Stephenson moved to pass 1st Substitute H.B. 108 as amended out favorably.

The motion passed with a vote of 3-0-4.

4. H.B. 292 Charter School Admission Amendments (Fawson, J.)

Rep. Justin L. Fawson explained the bill.

Mr. Royce Van Tassell, Executive Director, Utah Association of Public Charter Schools spoke in favor of the bill.

MOTION:     Sen. Hillyard moved to pass H.B. 292 out favorably. The motion passed with a vote of 4-0-3.

MOTION:     Sen. Hillyard moved to place H.B. 292 on the Consent Calendar. The motion passed with a vote of 4-0-3.

MOTION:     Sen. Hillyard moved to adjourn. The motion passed unanimously.

Chair Millner adjourned the meeting at 6:00 p.m.
