Vice Chair Christofferson called the meeting to order at 7:33 a.m.

1. H.B. 402 School Trust Fund Amendments (Moss, J.)

Rep. Jefferson Moss explained the bill with the assistance of Mr. Peter Madsen, Director and Chief Investment Officer, Utah School and Institutional Trust Lands Administration and Mr. Tim Donaldson, School Children's Trust Director, Utah State Board of Education.

MOTION:     Rep. Schultz moved to pass H.B. 402 out favorably.

The motion passed with a vote of 9-0-3.

MOTION:     Rep. Spendlove moved to approve the minutes of the February 22, 2017 meeting.

The motion passed with a vote of 9-0-3.

2. H.B. 389 Commerce Service Account Amendments (Last, B.)

Rep. Bradley G. Last explained the bill.

MOTION:     Rep. Westwood moved to pass H.B. 389 out favorably.

The motion passed with a vote of 9-0-3.

MOTION:     Rep. Moss moved to place H.B. 389 on the Consent Calendar.

The motion passed with a vote of 9-0-3.

3. H.B. 359 Spinal Cord and Brain Injury Rehabilitation Fund Amendments (Hutchings, E.)

Rep. Hutchings explained the bill with the assistance of Dr. Dale Hull, Executive Director, NeuroWorx.

Mr. Norman O. Whitaker, citizen, spoke in favor of the bill.

Ms. Natalie Dartez, citizen, spoke in favor of the bill.

Ms. Joyce Dolcourt, Chairman, Legislative Coalition for People with Disabilities, spoke in favor of the bill.

Mr. Steven Hawkins, President, Utah ATV Association, spoke in opposition to the bill.

Mr. Dennis Lloyd, Board Member, Neuroworx, spoke in favor of the bill.

Mr. Glenn Olsen, President, Public Lands Equal Access Alliance, spoke against the bill.

Mr. Wesley Tyler, citizen, spoke in opposition to the bill.

MOTION:     Rep. Westwood moved to replace H.B. 359 with 1st Substitute H.B. 359.

The motion passed with a vote of 10-0-2.

MOTION:     Rep. Potter moved to pass 1st Substitute H.B. 359 out favorably.

The motion passed with a vote of 7-2-3.

4. H.B. 392 Air Quality Policy Advisory Board (Hawkes, T.)

Rep. Timothy D. Hawkes explained the bill.

Ms. Kathy Van Dame, Breathe Utah, spoke in favor of the bill.

Ms. Debbie Sigman, Executive Director, Breathe Utah, spoke in favor of the bill.

Mr. Michael Parker, Director of Public Policy, Salt Lake Chamber, spoke in favor of the bill.

MOTION:     Rep. Schultz moved to amend H.B. 392 with Amendment #1.

1.    Page 2, Lines 30 through 33:   

30   (b) three members of the House of Representatives, appointed by the speaker of the

31House of Representatives;

2.    Page 2, Lines 43 through 48:   

43   (2) The Air Quality Policy Advisory Board shall:

47   (c) make recommendations to the Legislature on how to improve air quality in the

48state.

The motion passed with a vote of 9-0-3.

MOTION:     Rep. Schultz moved to pass H.B. 392 as amended out favorably.

The motion passed with a vote of 10-0-2.

5. H.B. 398 Procurement Code Amendments (Froerer, G.)

Rep. Gage Froerer explained the bill with the assistance of Mr. Kent D. Beers, Director, Utah Division of Purchasing and General Services and Mr. Rich Thorne, President, Associated General Contractors.

MOTION:     Rep. Fawson moved to replace H.B. 398 with 1st Substitute H.B. 398.

The motion passed with a vote of 11-0-1.

MOTION:     Rep. Fawson moved to amend 1st Substitute H.B. 398.

SUBSTITUTE MOTION:   Rep. Spendlove moved to pass 1st Substitute H.B. 398 out favorably.

The motion passed with a vote of 7-4-1.

6. H.B. 393 Vehicle Towing Amendments (Maloy, A.C.)

Rep. A. Cory Maloy explained the bill.

Mr. Cameron Diehl, Director of Government Relations, Utah League of Cities and Towns, spoke in favor of the bill.

Ms. Lynn Christensen, President, Davis County Towing Association, spoke in opposition to the bill.

Mr. Neil Schultz, President, Ogden Weber Towing Association, spoke in favor of the bill.

MOTION:     Rep. Potter moved to replace H.B. 393 with 1st Substitute H.B. 393.

The motion passed with a vote of 11-0-1.

MOTION:     Rep. Kwan moved to pass 1st Substitute H.B. 393 out favorably.

The motion passed with a vote of 11-0-1.

MOTION:     Rep. Spendlove moved to adjourn.
