Chair Stratton called the meeting to order at 8:05 a.m.

MOTION:     Rep. Barlow moved to approve the minutes of February 17, 2017 meeting.

The motion passed with a vote of 9-0-4.

1. H.B. 315 Aquaculture Amendments (Froerer, G.)

Rep. Froerer explained the bill assisted by  Mr. Greg Sheehan, Executive Director, Division of Wildlife Resources.

Mr. Martin Bushman, Office of the Utah Attorney, responded to questions.

Mr. Neal Barker, trout farmer, spoke in favor of the bill.

Mr. Cody James, Director, Division of Animal Industry, Department of Agriculture and Food, spoke in favor of the bill.

Mr. Sterling Brown, Utah Farm Bureau, spoke in favor of the bill.

Mr. Andy Rasmussen, Trout Unlimited, spoke in favor of the bill.

Mr. Roger Wilson, Utah Anglers Coalition, spoke in favor of the bill.

MOTION:     Rep. Sagers moved to replace H.B. 315 with 1st Substitute H.B. 315.

The motion passed with a vote of 10-0-3.

MOTION:     Rep. Barlow moved to amend 1st Substitute H.B. 315 with Amendment #1.

MOTION:     Rep. Owens moved to pass 1st Substitute H.B. 315 as amended out favorably.

2. 1st Sub. H.C.R. 001 Concurrent Resolution to Secure the Perpetual Health and Vitality of Utah's Public Lands and its Status as a Premier Public Lands State (Stratton, K.)

1st Sub. H.C.R.1 was not considered.

3. H.C.R. 22 Concurrent Resolution on Wild Horses and Burros (Ivory, K.)

Rep, Ivory explained the bill.

Mr. Greg Sheehan, Director, Division of Wildlife Resources, responded to questions.

Mr. Sterling Brown, Utah Farm Bureau, spoke in favor of the bill.

MOTION:     Rep. Sagers moved to pass H.C.R. 22 out favorably.

The motion passed with a vote of 10-1-2.

4. H.B. 341 State Park Name Protection Amendments (Perry, L.)

Rep. Perry explained the bill.

MOTION:     Rep. Briscoe moved to amend H.B. 341 with Amendment #1.

1.    Page 1, Lines 11 through 17:   

11   This bill:

12   ►      prohibits an individual or entity from using a commercial name that is substantially

13similar to the name of a state park

14   ►      states that the Division of Parks and Recreation shall, at a minimum, include in a

15contract for a concessionaire a prohibition on the concessionaire using a commercial

16name that is substantially similar to the name of a state park without the express

17permission of the division.

31   No individual or entity may, without the express permission of the division, use a

32commercial name that is:

33   (1) substantially similar to the name of a state park; and

34   (2)

35associated with a state park

The motion passed with a vote of 9-0-4.

MOTION:     Rep. Wilde moved to pass H.B. 341 as amended out favorably.

The motion passed with a vote of 9-0-4.

MOTION:     Rep. Owens moved to place H.B. 341, as amended, on the Consent Calendar.

The motion passed with a vote of 10-0-3.

5. H.B. 344 Utah Agriculture Code Amendments (Perry, L.)

Rep. Perry explained the bill assisted by Mr. Scott Ericson, Deputy Commissioner, Department of Agriculture and Food.

MOTION:     Rep. Watkins moved to replace H.B. 344 with 1st Substitute H.B. 344.

The motion passed with a vote of 11-0-2.

MOTION:     Rep. Watkins moved to pass 1st Substitute H.B. 344 out favorably.

The motion passed with a vote of 11-0-2.

MOTION:     Rep. Owens moved to place 1st Substitute H.B. 344 on the Consent Calendar.

The motion passed with a vote of 11-0-2.

6. 2nd Sub. S.B. 11 Water Development Commission Amendments (Dayton, M.)

Sen. Dayton explained the bill.

MOTION:     Rep. Owens moved to pass 2nd Substitute S.B. 11 out favorably.

The motion passed with a vote of 12-0-1.

7. S.J.R. 11 Joint Resolution Urging Congress to Provide the Necessary Funding for Completion of the Central Utah Project (Bramble, C.)

Sen. Bramble explained the bill.

Ms. Chris Finlinson, Central Utah Water Conservancy District, spoke to the bill.

MOTION:     Rep. Wilde moved to pass S.J.R. 11 out favorably.

The motion passed with a vote of 12-0-1.

MOTION:     Rep. Hawkes moved to place S.J.R. 11 on the Consent Calendar.

The motion passed with a vote of 12-0-1.

MOTION:     Rep. Handy moved to adjourn.

The motion passed with a vote of 12-0-1.
