Vice Chair Barlow called the meeting to order at 8:05 a.m.

1. 1st Sub. H.C.R. 1 Concurrent Resolution to Secure the Perpetual Health and Vitality of Utah's Public Lands and its Status as a Premier Public Lands State (Stratton, K.)

Rep. Stratton explained the bill.

Mr. Matt Anderson, Sutherland Institute, spoke in favor of the bill.

MOTION:     Rep. Wilde moved to replace 1st Substitute H.C.R. 1 with 2nd Substitute H.C.R. 1.

The motion passed with a vote of 10-0-3.

MOTION:     Rep. Owens moved to pass 2nd Substitute H.C.R. 1 out favorably.

The motion passed with a vote of 9-1-3.

2. H.B. 394 Native American Remains Repatriation (Noel, M.)

Rep. Noel explained the bill assisted by Mr. Fred Hayes, Director, Utah Division of Parks and Recreation.

Mr. Brian Somers, Heritage, spoke in favor of the bill.

MOTION:     Rep. Handy moved to replace H.B. 394 with 1st Substitute H.B. 394.

The motion passed with a vote of 9-0-4.

MOTION:     Rep. Handy moved to pass 1st Substitute H.B. 394 out favorably.

The motion passed with a vote of 9-0-4.

3. H.C.R. 23 Concurrent Resolution Promoting Continued Access and Recreation on Lands Managed by the Bureau of Land Management (Noel, M.)

Rep. Noel explained the bill.

Mr. Brett Stewart, Utah OHV Association, spoke in favor of the bill.

Mr. Wesley Tyler, citizen, spoke in favor of the bill.

MOTION:     Rep. Sagers moved to pass H.C.R. 23 out favorably.

The motion passed with a vote of 11-0-2.

MOTION:     Rep. Noel moved to place H.C.R. 23 on the Consent Calendar.

Rep. Noel withdrew his motion.

4. H.B. 385 State Monuments Act (Eliason, S.)

Rep. Eliason explained the bill assisted by Director Fred Hayes.

Mr. Sterling Brown, Utah Farm Bureau, spoke in opposition to the bill.

MOTION:     Rep. Owens moved to hold H.B. 385.

The motion passed with a vote of 12-1-0.

5. H.B. 387 Regulation of Alkaline Hydrolysis Process (Handy, S.)

Rep. Handy explained the bill assisted by Mr. Brad Walker, Utah Funeral Directors Association, and Mr. Cole Houghton, Funeral Home Director.

Mr. Peter Asplund, Associate General Counsel, Office of Legislative Research, spoke to the bill.

Rep. Stratton assumed the chair.

Mr. Rob Larkin, Utah Funeral Directors Association, spoke in favor of the bill.

MOTION:     Rep. Watkins moved to pass H.B. 387 out favorably.

The motion passed with a vote of 9-4-0.

6. H.B. 396 Medical School Graduates Assistant Physician Licensure (Barlow, S.)

Rep. Barlow explained the bill.

Ms. Michelle McOmber, Utah Medical Association, spoke in favor of the bill.

MOTION:     Rep. Sagers moved to replace H.B. 396 with 1st Substitute H.B. 396.

The motion passed with a vote of 13-0-0.

MOTION:     Rep. Sagers moved to pass 1st Substitute H.B. 396 out favorably.

The motion passed with a vote of 13-0-0.

7. 1st Sub. S.B. 63 Nonprofit Corporation Amendments - Water Companies (Dayton, M.)

Sen. Dayton spoke to the bill.

Mr. Steven Clyde, Executive Water Taskforce, spoke in favor of the bill.

MOTION:     Rep. Duckworth moved to pass 1st Substitute S.B. 63 out favorably.

The motion passed with a vote of 13-0-0.

MOTION:     Rep. Watkins moved to adjourn.

The motion passed with a vote of 13-0-0.
