Chair Noel called the meeting to order at 12:25 p.m.

1. H.J.R. 13 Joint Rules Resolution on Procedure (Chavez-Houck, R.)

Rep. Rebecca Chavez-Houck explained the bill, assisted by Mr. John Fellows, General Counsel, Office of Legislative Research and General Counsel.

MOTION:     Rep. Fawson moved to hold H.J.R. 13.

The motion passed with a vote of 6-1-1.

SUBSTITUTE MOTION:   Rep. Chavez-Houck moved to verbally amend H.J.R. 13 as follows: Delete line 85 and lines 123-131.

The motion failed with a vote of 1-6-1.

Rep. Fawson's motion to hold passed with a vote of 6-1-1.

2. H.J.R. 14 Joint Rules Resolution - Withdrawing Numbered Bills Before Introduction (Handy, S.)

Rep. Handy explained the bill assisted by Mr. John Fellows.

MOTION:     Rep. Schultz moved to pass H.J.R. 14 out favorably.

The motion passed with a vote of 7-0-1.

3. H.R. 2 Resolution Modifying House Rules (Dunnigan, J.)

Rep. Dunnigan explained the bill.

MOTION:     Rep. Schultz moved to replace H.R. 2 with 2nd Substitute H.R. 2.

The motion passed with a vote of 8-0-0.

MOTION:     Rep. Stanard moved to amend 2nd Substitute H.R. 2 with Amendment #1 as follows:

1.    Page 1, Line 16:  

16   ►      clarifies provisions that prohibit lobbying on the House floor;

2.    Page 2, Lines 38 through 39:

3.    Page 10, Line 286:

       HR3-1-101. House Rules Committee – Appointment – General responsibilities.

       (1) The speaker shall appoint members of the House of Representatives to serve on the House Rules Committee.

       (2) The House Rules Committee shall perform the following functions as further elaborated in this part:

       (a) receive introduced legislation from the House and recommend that the legislation be assigned to a House standing committee or to the House third reading calendar;

       (b) receive legislation from the House that has been sent back to the House Rules Committee from the third reading calendar, and recommend to the House which legislation should be assigned to the third reading calendar and the order in which it should be heard; and

       (c) function as a standing committee or interim committee when reviewing Joint Rules, Interim Rules,

4.    Page 12, Line 339:     

339are limited to members of the committee and the committee's staff.

       HR3-1-103. House Rules Committee – Standing and Interim Committee duties.

       (1) The House Rules Committee has all the powers, functions, and duties of a standing committee or interim committee when it:

       (a) prepares the House Rules, Interim Rules,

       (b) reviews all proposed House Rules, Interim Rules,

       (2) Any rules resolutions

       (3) When meeting as a standing committee or interim committee under this rule, persons other than committee members may address the committee at the discretion of the chair.

       (4) When meeting as a standing committee or interim committee under this rule, the House Rules Committee shall comply with the provisions of Utah Code Title 52, Chapter 4, Open and Public Meetings Act.

The motion passed with a vote of 6-2-0.

MOTION:     Rep. Peterson moved to pass 2nd Substitute H.R. 2 as amended out favorably.

The motion passed with a vote of 8-0-0.

4. H.J.R. 15 Joint Rules Resolution Creating and Amending Appropriations Committees Rules (Sanpei, D.)

Rep. Sanpei explained the bill.

MOTION:     Rep. Stanard moved to pass H.J.R. 15 out favorably.

The motion passed with a vote of 7-0-1.

MOTION:     Rep. Peterson moved to adjourn.

The motion passed with a vote of 7-0-1.

Chair Noel adjourned the meeting at 1:43 p.m.
