Chair Dayton called the meeting to order at 4:14 p.m.

MOTION:     Sen. Hinkins moved to approve the minutes for February 23, 2017.

The motion passed with a vote of 3-0-4.

1. S.B. 253 Energy Amendments (Hinkins, D.)

Sen. Hinkins explained the bill.

Ryan Evans, President, Utah Solar, spoke in favor of the bill.

MOTION:     Sen. Hinkins moved to pass S.B. 253 out favorably.

The motion passed with a vote of 3-0-4.

2. H.C.R. 8 Concurrent Resolution Regarding the Volkswagen Settlement (Hawkes, T.)

Rep Hawkes explained the bill.

MOTION:     Sen. Hinkins moved to pass H.C.R. 8 out favorably.

The motion passed with a vote of 4-0-3.

3. H.B. 183 Emissions Settlement Amendments (Hawkes, T.)

Rep. Hawkes explained the bill.

Bryce Byrd, Quality Director, Department of Air Quality, spoke in favor of the bill.

MOTION:     Sen. Hinkins moved to pass H.B. 183 out favorably.

The motion passed with a vote of 4-0-3.

4. H.B. 282 State Fair Park Board Amendments (Schultz, M.)

Rep. Schultz explained the bill.

Mr. Sterling Brown, Utah Farm Bureau Federation spoke in favor of the bill.

MOTION:     Sen. Hinkins moved to pass H.B. 282 out favorably.

The motion passed with a vote of 4-0-3.
