STANDING COMMITTEE

Chair Buxton called the meeting to order at 4:23 p.m.

MOTION:     Sen. Anderegg moved to approve the minutes of February 21, 2017. The motion passed with a vote of 4-0-3.

1. H.C.R. 21 Concurrent Resolution Encouraging NASA to Consider Tooele County for a Test Facility (Sagers, D.)

Rep. Sagers explained the bill.

MOTION:     Sen. Anderegg moved to amend H.C.R. 21 with Amendment #1.

1.    Page 1, Lines 24 through 27:   

24   WHEREAS, Congress has directed the Federal Aviation Administration and the

25National Aeronautics and Space Administration (NASA) to select a single national test site for

26commercial drone testing

27   WHEREAS, the landscape and topography of Tooele County, Utah, is ideal for testing

The motion passed with a vote of 5-0-2.

MOTION:     Sen. Anderegg moved to pass H.C.R. 21 out favorably as amended. The motion passed with a vote of 5-0-2.

Sen. Anderegg assumed the chair.

2. S.B. 260 Assignable Right of First Refusal (Buxton, D. G.)

Sen. Buxton explained the bill.

Mr. Lyle M. McMillan, Utah Department Of Transportation, spoke in favor of the bill.

Chris Gamvroulas, Ivory Homes, spoke in favor of the bill.

MOTION:     Sen. Buxton moved to pass S.B. 260 out favorably. The motion passed with a vote of 4-1-2.

Sen. Buxton resumed the chair.

3. 1st Sub. H.B. 235 Automated Traffic Enforcement Safety Devices (McKell, M.)

Rep. McKell presented the bill with the assistance of Mr. Reed Haywood, student, Spanish Fork High School. A handout, School Bus Stop Arm Report Card, was distributed.

MOTION:     Sen. Anderegg moved to replace 1st Substitute H.B. 235 with 2nd Substitute H.B. 235. The motion passed with a vote of 5-0-2.

Mr. Herb Jensen, School District Transportion Director, spoke in support of the bill.

Renae Cowley, Utah Media Coalition, spoke in favor of the bill.

Rep. Scott H. Chew spoke in favor of the bill.

MOTION:     Sen. Anderegg moved to pass 2nd Substitute H.B. 235 out favorably. The motion passed with a vote of 5-0-2.

4. H.B. 343 Agricultural and Leadership Education Support Special Group License Plate (Chew, S.)

Rep. Chew presented the bill with the assistance of Rep. Norman K. Thurston.

MOTION:     Sen. Anderegg moved to pass H.B. 343 out favorably. The motion passed with a vote of 4-0-3.

MOTION:     Sen. Anderegg moved to place H.B. 343 on the Consent Calendar. The motion passed with a vote of 4-0-3.

MOTION:     Sen. Anderegg moved to adjourn. The motion passed with a vote of 4-1-2.

Chair Buxton adjourned the meeting at 5:14 p.m.
