Chair Anderegg called the meeting to order at 8:04 a.m.

MOTION:     Sen. Millner moved to approve the minutes of February 24, 2017. The motion passed with a vote of 3-0-4.

1. S.B. 264 Outdoor Recreation Grant Program (Okerlund, R.)

Sen. Okerland presented the bill with the assistance of Mr. Tom Adams, Director, Utah Office of Outdoor Recreation.

MOTION:     Sen. Mayne moved to replace S.B. 264 with 1st Substitute S.B. 264.The motion passed with a vote of 4-0-3.

Mr. Adams provided a presentation and handout, "Recreation, Utah Outdoor Recreation Grant." A video, "Youth in the Park," was viewed.

Mr. Andrew Gruber, Wasatch Front Regional Council, spoke in favor of the bill.

Mr. Billy Hesterman, Utah Taxpayers Association, spoke in opposition to the bill.

Ms. Lori Harwood, Utah High School Cycling League, spoke in favor of the bill.

Mr. Clint Ensign, Senior Vice President, Sinclair Oil Corp., spoke in opposition to the bill.

MOTION:     Sen. Mayne moved to pass 1st Substitute S.B. 264 out favorably. The motion passed with a vote of 5-0-2.

Sen. Millner assumed the chair.

2. 2nd Sub. H.B. 124 Assault on a Peace Officer Amendments (Maloy, A.C.)

Rep. A. Cory Maloy explained the bill.

MOTION:     Sen. Mayne moved to pass 2nd Substitute H.B. 124 out favorably. The motion passed with a vote of 3-0-4.

MOTION:     Sen. Mayne moved to place 2nd Substitute H.B. 124 on the Consent Calendar. The motion passed with a vote of 3-0-4.

3. H.B. 214 Probate Code Amendments (Miles, K.)

Rep. Kelly B. Miles explained the bill.

MOTION:     Sen. Buxton moved to pass H.B. 214 out favorably. The motion passed with a vote of 3-0-4.

4. H.C.R. 20 Concurrent Resolution Recognizing Those Who Served and Sacrificed During the Cold War (Greene, B.)

Rep. Brian M. Greene explained the resolution.

MOTION:     Sen. Mayne moved to pass H.C.R. 20 out favorably. The motion passed with a vote of 3-0-4.

MOTION:     Sen. Buxton moved to place H.C.R. 20 on the Consent Calendar. The motion passed with a vote of 3-0-4.

5. S.B. 263 Apprenticeship Amendments (Stephenson, H.)

Sen. Howard A. Stephenson presented the bill.

MOTION:     Sen. Buxton moved to replace S.B. 263 with 1st Substitute S.B. 263. The motion passed with a vote of 3-0-4.

Dr. David Woolstenhulme, Commissioner of Technical Education, spoke in favor of the bill.

Mr. Ben Hart, Governor's Office of Economic Development, spoke in favor of the bill.

MOTION:     Sen. Buxton moved to pass 1st Substitute S.B. 263 out favorably. The motion passed with a vote of 3-0-4.

MOTION:     Sen. Buxton moved to adjourn. The motion passed with a vote of 3-0-4.

Acting Chair Millner adjourned the meeting at 9:35 a.m.
