Chair Stratton called the meeting to order at 3:08 p.m.

MOTION:     Rep. Barlow moved to approve the minutes of the February 7, 2017 meeting. The motion passed with a vote of 10-0-3.

1. H.B. 121 Local Food Advisory Council (Handy, S.)

Rep. Handy explained the bill assisted by Dr. Kelsey Hall, Utah State University.

Mr. Scott Erickson, Deputy Commissioner, Department of Agriculture and Food, spoke to the bill.

Ms. Marti Wolford, Utahn's Against Hunger, spoke in favor of the bill.

Mr. Sterling Brown, Utah Farm Bureau, spoke in favor of the bill.

Ms. LuAnn Adams, Commissioner, Department of Agriculture and Food, spoke in favor of the bill.

Ms. Symbria Patterson spoke to the bill.

Mr. Tyson Roberts, farmer, spoke in favor of the bill.

Ms. Jackie Gaston spoke to the bill.

MOTION:     Rep. Briscoe moved to replace H.B. 121 with 2nd Substitute H.B. 121. The motion passed with a vote of 9-0-4.

MOTION:     Rep. Wilde moved to pass 2nd Substitute H.B. 121 out favorably. The motion passed with a vote of 8-1-4.

H.B. 217 was not considered.

2. H.B. 269 Conservation Commission Board Amendments (Christofferson, K.)

Rep. Christofferson explained the bill.

MOTION:     Rep. Barlow moved to hold H.B. 269. The motion passed with a vote of 9-0-4.

3. H.B. 296 Radioactive and Hazardous Waste Account Amendments (Wilson, B.)

Rep. Wilson explained the bill.

MOTION:     Rep. Owens moved to pass H.B. 296 out favorably. The motion passed with a vote of 9-0-4.

H.B. 282 was not considered.

MOTION:     Rep. Barlow moved to adjourn. The motion passed with a vote of 9-0-4.

Chair Stratton adjourned the meeting at 4:28 p.m.
