Chair Ipson called the meeting to order at 8:05 a.m.

MOTION:     Sen. Iwamoto moved to approve the minutes of the February 22, 2017 meeting. The motion passed with a vote of 3-0-5.

1. S.B. 241 Local Government Plan Review Amendments (Bramble, C.)

Sen. Bramble explained the bill.

MOTION:     Sen. Dayton moved to replace S.B. 241 with 1st Substitute S.B. 241. The motion passed with a vote of 4-0-4.

Gary Crane, City Attorney, Layton City, spoke in favor of the bill.

Taz Biesinger, Utah Home Builders, spoke in favor of the bill.

Bryan Romney, Architect, Bonneville Chapter International Code Council (ICC), spoke in opposition to the bill.

Gary Crane, City Attorney, Layton spoke to the bill.

Kory Holdaway, Murray City, spoke in favor of the bill.

MOTION:     Sen. Dayton moved to pass 1st Substitute S.B. 241 out favorably. The motion passed with a vote of 7-0-1.

2. S.B. 242 Government Records Access and Management Act Amendments (Bramble, C.)

Sen. Bramble explained the bill.

MOTION:     Sen. Hinkins moved to replace S.B. 242 with 1st Substitute S.B. 242. The motion passed with a vote of 7-0-1.

Lonny Pehrson, Government Records Counsel, Attorney General's Office, spoke in favor of the bill.

Mike Haddon, Deputy Director, Utah Department of Corrections, spoke in favor of the bill.

LeGrand Bitter, Executive Director, Utah Association of Special Districts (UASD), spoke in favor of the bill.

MOTION:     Sen. Dayton moved to pass 1st Substitute S.B. 242 out favorably. The motion passed with a vote of 7-0-1.

3. H.B. 133 Candidate Filing Requirements (Moss, C.)

Rep. Moss explained the bill.

MOTION:     Sen. Dayton moved to pass H.B. 133 out favorably. The motion passed with a vote of 6-0-2.

4. 1st Sub. H.B. 163 Municipality per Diem Amendments (Hall, C.)

Rep. Hall explained the bill.

MOTION:     Sen. Dayton moved to pass 1st Substitute H.B. 163 out favorably. The motion passed with a vote of 6-0-2.

MOTION:     Sen. Dayton moved to place 1st Substitute H.B. 163 on the Consent Calendar. The motion failed with a vote of 5-1-2.

5. 1st Sub. H.B. 194 Federal Grants Management Amendments (Fawson, J.)

Rep. Fawson explained the bill.

MOTION:     Sen. Escamilla moved to pass 1st Substitute H.B. 194 out favorably. The motion passed with a vote of 6-0-2.

6. 1st Sub. H.B. 0195 Dissolution of Local Districts (Fawson, J.)

Rep. Fawson explained the bill.

MOTION:     Sen. Escamilla moved to pass 1st Substitute H.B. 195 out favorably. The motion passed with a vote of 5-0-3.

7. 1st Sub. H.B. 186 Local Government Official Residency Amendments (Perry, L.)

Rep. Perry explained the bill.

Justin Lee, Deputy Director of Elections, Lt. Governor's Office, spoke in favor of the bill.

MOTION:     Sen. Knudson moved to pass 1st Substitute H.B. 186 out favorably. The motion passed with a vote of 5-0-3.

8. H.J.R. 1 Joint Rules Resolution on Redistricting Standards (Nelson, M.)

Rep. Nelson explained the bill.

Chase Thomas, Alliance for a Better Utah, spoke in favor of the bill.

MOTION:     Sen. Escamilla moved to pass H.J.R. 1 out favorably. The motion failed with a vote of 2-4-2.

MOTION:     Sen. Thatcher moved to adjourn. The motion passed with a vote of 6-0-2.
