STANDING COMMITTEE

Chair Buxton called the meeting to order at 8:04 a.m.

MOTION:     Sen. Van Tassell moved to approve the minutes of February 27, 2017. The motion passed with a vote of 4-0-3.

1. 1st Sub. H.B. 155 Driving Under the Influence and Public Safety Revisions (Thurston, N.)

Rep. Thurston presented the bill with the assistance of Ms. Bella Dinh-Zarr, Vice Chair, National Transportation Safety Board.

Ms. Katy Sine, Utah Restaurant Association, spoke in opposition to the bill.

Mr. George Chapman, citizen, spoke in favor of the bill.

Ms. Sarah Longwell, American Beverage Institute, spoke in opposition to the bill.

Mr. Mark Brinton, Utah Medical Association, spoke in favor of the bill.

Mr. Steve Burton, attorney, spoke in opposition to the bill.

Ms. Gayle Ruzicka, Utah Eagle Forum, spoke in favor of the bill.

Mr. Connor Boyack, Libertas Institute, spoke in opposition to the bill.

Mr. Ron Gordon, Utah Division of Criminal Justice, spoke in favor of the bill.

Mr. Jerry Fletcher, citizen, spoke in opposition to the bill.

Mr. Pat Bird, Utah Substance Abuse Advisory Council, spoke in favor of the bill.

Mr. Sean Ladle, citizen, spoke in opposition to the bill.

Col. Michael Rapich, Utah Highway Patrol, spoke in favor of the bill.

Rep. Thurston and Ms. Dinh-Zarr answered questions from the committee.

MOTION:     Sen. Adams moved to pass 1st Substitute H.B. 155 out favorably. The motion passed with a vote of 4-2-1.

MOTION:     Sen. Van Tassell moved to adjourn. The motion passed with a vote of 6-0-1.

Chair Buxton adjourned the meeting at 9:39 a.m.
