1. H.B. 169 Child Care Licensing Modifications (Froerer, G.)

Rep. Froerer explained the bill.

MOTION:     Rep. Dunnigan moved to replace H.B. 169 with 1st Substitute H.B. 169. 

The motion passed with a vote of 8-0-6.

MOTION:     Rep. Hawkes moved to pass 1st Substitute H.B. 169 out favorably. 

The motion passed with a vote of 9-0-5.

MOTION:     Rep. Webb moved to place 1st Substitute H.B. 169 on the Consent Calendar. 

The motion passed with a vote of 9-0-5.

2. H.B. 273 Construction Trades Licensing Penalty Periods Amendments (Ray, P.)

Rep. Ray explained the bill.

Ms. Kate Bradshaw, on behalf of plumbing, heating, and electrical contractors, spoke in favor of the bill.

MOTION:     Rep. Duckworth moved to replace H.B. 273 with 1st Substitute H.B. 273. 

The motion passed with a vote of 10-0-4.

MOTION:     Rep. Schultz moved to pass 1st Substitute H.B. 273 out favorably. 

The motion passed with a vote of 10-0-4.

MOTION:     Rep. Peterson moved to place 1st Substitute H.B. 273 on the Consent Calendar.

3. S.B. 158 Pass-through Entity Withholding Amendments (Bramble, C.)

Sen. Bramble explained the bill.

Mr. Craig Peterson, Utah Association of Certified Public Accountants, spoke in favor of the bill.

MOTION:     Rep. Schultz moved to pass S.B. 158 out favorably. 

The motion passed with a vote of 11-0-3.

MOTION:     Rep. Dunnigan moved to approve the minutes of the February 9, 2017 (REVISED), February 21, 2017, and February 23, 2017 meetings. 

The motion passed with a vote of 11-0-3.

4. H.B. 213 Workplace Discrimination Amendments (Wheatley, M.)

Rep. Wheatley explained the bill assisted by Ms. Lauren Scholnick, Utah Association for Justice.

Mr. David Stevenson, plaintiffs employment attorney, spoke to the bill.

Ms. Abby Osborne, Salt Lake Chamber, spoke in opposition to the bill.

Mr. Dave Davis, Utah Retail Merchants Association/Utah Food Industry Association, spoke in opposition to the bill.

MOTION:     Rep. Stanard moved to go to the next item on the agenda. 

The motion passed with a vote of 10-0-4.

5. 1st Sub. S.B. 145 Nail Salon Amendments (Weiler, T.)

Rep. Dunnigan explained the bill assisted by Ms. Candace Daly, Utah Beauty Association.

MOTION:     Rep. Duckworth moved to amend 1st Substitute S.B. 145 with Amendment #1.

53   a. a source capture system equipped with at minimum, a MERV 8 particulate

54an activated carbon filter that is capable of filtering and recirculating air to inside space at a

MOTION:     Rep. Stanard moved to pass S.B. 208 out favorably. 

The motion passed with a vote of 10-0-4.
