Chair Dunnigan called the meeting to order at 8:08 a.m.

1. S.B. 170 Workers' Compensation Workgroup (Mayne, K.)

Sen. Mayne explained the bill assisted by Mr. Dennis Lloyd, General Counsel, Workers Compensation Fund.

MOTION:     Rep. Hawkes moved to amend S.B. 170 with Amendment #2. 

1.    Page 2, Lines 33 through 35:   

33   (b) one member of the Senate, appointed by the president of the Senate

34   (c) four representatives of the workers' compensation insurance industry, including one

35member of the workers' compensation advisory council, appointed by the chair:

The motion passed with a vote of 10-0-4.

MOTION:     Rep. Wheatley moved to pass S.B. 170, as amended, out favorably.

MOTION:     Rep. Roberts moved to place S.B. 170, as amended, on the Consent Calendar. 

The motion passed with a vote of 10-0-4.

2. H.B. 303 State Building Amendments (Hemingway, L.)

Rep. Hemingway explained the bill assisted by Ms. Stephanie Pitcher.

MOTION:     Rep. Webb moved to amend H.B. 303 with Amendment #1. 

1.    Page 1, Lines 12 through 14:   

12   ►      provides that, under certain circumstances, a building owned by a state government

13entity or by a political subdivision shall provide diaper changing facilities if the

14building is newly constructed or

2.    Page 2, Lines 37 through 42:   

37   (f) A new footnote j is added to the table as follows: "FOOTNOTE j: A building

38owned by a state government entity or by a political subdivision of the state that allows access

39to the public shall provide diaper changing facilities in accordance with footnote h if

40 building is

MOTION:     Rep. Peterson moved to pass H.B. 303 out favorably.

SUBSTITUTE MOTION:   Rep. Webb made a substitute motion to amend H.B. 303, as amended, with Amendment #2.

3. H.B. 442 Alcohol Amendments (Wilson, B.)

Rep. Wilson explained the bill assisted by Mr. Lincoln Shurtz, Salt Lake Restaurant Association, and Ms. Melva Sine, Utah Restaurant Association.

Mr. Dave Davis, Utah Retail Merchants Association/Utah Food Industry Association, spoke in favor of the bill.

Ms. Christine Gilbert, Office of Legislative Research and General Counsel, responded to questions.

Mr. Gary Thorup, Utah Petroleum Marketers and Retailers, spoke in opposition to the bill.

Ms. Michele Corigliano, Salt Lake Area Restaurant Association, spoke in favor of the bill.

Ms. Laura Bunker, Family Policy Resource, spoke in opposition to the bill and distributed a handout.

The motion passed with a vote of 13-1-0.

MOTION:     Rep. Knotwell moved to adjourn. 

The motion passed with a vote of 14-0-0.
