Chair Peterson called the meeting to order at 4:45 p.m.

 

MOTION:     Rep. Coleman moved to approve the minutes of February 23, 2017. The motion passed unanimously.


1. H.B. 414 Utah Schools for the Deaf and the Blind Referral Amendments (Owens, D.)


Rep. Derrin R. Owens explained the bill with the assistance of Mr. Joel Coleman, Superintendent, Utah Schools for the Deaf and the Blind.


Ms. Delane England, teacher, spoke to the bill.


Mr. Brandon Bowden, deaf community member, spoke in favor of the bill.


Mr. Dan Matthis, deaf community member, spoke in favor of the bill.


Mr. David Samuelson, deaf community member, spoke in favor of the bill.

 

MOTION:     Rep. Poulson moved to pass H.B. 414 out favorably. The motion passed with a vote of 9-0-5.

Rep. Raymond P. Ward explained the bill with the assistance of Ms. Tami Pyfer, Education Advisor, Governor's Office.


Dr. Sydnee Dickson, State Superintendent of Public Instruction, Utah State Board of Education spoke to the bill.


Mr. Mark Smith, Principal, American International High School, spoke in favor of the bill.

 

MOTION:     Rep. Fawson moved to pass H.B. 401 out favorably.

   

SUBSTITUTE MOTION:   Rep. Cutler moved to hold the bill.

 

Rep. Cutler withdrew the motion to hold the bill.


Rep. Fawson's original motion to pass the bill out favorably passed with a vote of 11-1-2.

Ms. Kristi Jones, Professor of Education, Westminster College, spoke in opposition to the bill.
