Chair Peterson called the meeting to order at 8:00 a.m.

MOTION:     Rep. Fawson moved to approve the minutes of February 27, 2017. The motion passed unanimously.

1. 1st Sub. S.B. 149 Financial Education and Savings Plan to Benefit At-risk Children (Fillmore, L.)

MOTION:     Rep. Fawson moved to refer the bill to the House Economic Development and Workforce Services Committee. The motion passed with a vote of 8-0-6.

2. H.B. 413 Public School Membership in Associations (Gibson, F.)

MOTION:     Rep. Gibson moved to replace H.B. 413 with 1st Substitute H.B. 413. The motion passed with a vote of 8-1-5.

MOTION:     Rep. Gibson moved to amend 1st Substitute H.B. 413 with Amendment #1 as follows.

1.    Page 6, Lines 165 through 167:      

165 53A-1-1602. Public schools prohibited from membership.

The motion passed with a vote of 8-1-5.

Rep. Francis D. Gibson explained the bill.

Rep. Coleman assumed the chair.

Speaker Gregory H. Hughes spoke in favor of the bill.

Ms. Kristen Betts, Utah High School Activities Association, spoke in opposition to the bill.

Mr. Rob Cuff, Executive Director, Utah High School Activities Association, spoke to the bill.

Mr. Marc Hunter, Executive Director, Utah Interscholastic Athletic Administrators Association, spoke in opposition to the bill.

Ms. Christine Cooke, Education Policy Analyst, Sutherland Institute, spoke in favor of the bill.

MOTION:     Rep. McCay moved to pass 1st Substitute H.B. 413 out favorably as amended. The motion passed with a vote of 11-2-1.

3. S.B. 59 Students with Disabilities Evaluation Amendments (Davis, G.)

MOTION:     Rep. Hutchings moved to replace S.B. 59 with 1st Substitute S.B. 59. The motion passed with a vote of 11-0-3.

Sen. Gene Davis explained the bill.

Ms. Delane England, representing private schools, spoke in opposition to the bill.

Mr. Ben Horsley, Director of Communications, Granite School District, spoke in opposition to the bill.

Mr. Terry Shoemaker, Executive Director, Utah School Superintendents Association, spoke in opposition to the bill.

Ms. Glenna Gallo, Director of Special Education, Utah State Board of Education spoke to the bill.

MOTION:     Rep. Hutchings moved to pass 1st Substitute S.B. 59 out favorably.

SUBSTITUTE MOTION:   Rep. McCay moved to hold 1st Substitute S.B. 59. The motion failed with a vote of 3-9-2

ORIGINAL MOTION:        Rep. Hutchings' original motion to pass out 1st Substitute S.B. 59 failed with a vote of 5-7-2.

MOTION:     Rep. McCay moved to adjourn. The motion passed unanimously.

Vice Chair Coleman adjourned the meeting at 9:58 a.m.
