Chair Millner called the meeting to order at 8:03 a.m.

MOTION:     Sen. Stephenson moved to approve the minutes of February 22, 2017. The motion passed with a vote of 4-0-3.

1. S.B. 262 Upstart Amendments (Adams, J. S.)

Sen. J. Stuart Adams explained the bill.

Sen. Stephenson assumed the chair.

MOTION:     Sen. Henderson moved to pass S.B. 262 out favorably. The motion passed with a vote of 5-0-2.

2. S.B. 256 Regents' Scholarship Amendments (Hillyard, L.)

Sen. Lyle W. Hillyard presented the bill with the assistance of Dr. David L. Buhler, Commissioner, Utah System of Higher Education.

MOTION:     Sen. Hillyard moved to pass S.B. 256 out favorably. The motion passed with a vote of 4-0-3.

3. H.B. 136 Board of Education Revisions (Kennedy, M.)

Rep. Michael S. Kennedy explained the bill.

MOTION:     Sen. Henderson moved to amend H.B. 136 with Amendment #4.

Ms. Angie Stallings, Deputy Superintendent, Utah State Board of Education spoke to the bill.

Ms. Kathleen Riebe, Utah State School Board of Education spoke in opposition to the bill.

Ms. Diane Kennison, former instructor, spoke in favor of the bill.

Mr. Devirl Barfuss spoke in favor of the bill.

Ms. Dalane England, former educator, spoke in favor of the bill.

Ms. LeAnn Wood, Education Commissioner, Utah PTA spoke in opposition to the bill.

MOTION:     Sen. Henderson moved to pass H.B. 136 out favorably. The motion passed with a vote of 4-1-2.

Chair Millner resumed the chair.

4. S.B. 255 Funding for Education Systems Amendments (Stephenson, H.)

Sen. Howard A. Stephenson explained the bill.

Ms. Bridget Baldwin, Utah State University student spoke in opposition to the bill.

Mr. Samuel Jackson, Utah State University student spoke in opposition to the bill.

MOTION:     Sen. Stephenson moved to move to the next item on the agenda. The motion passed with a vote of 5-0-2.

5. H.B. 92 Physical Restraint in Schools (Moss, C.)

Rep. Carol Spackman Moss explained the bill with the assistance of Ms. Glenna Gallo, State Director of Special Education.

Ms. Linda Hansen, Utah State Board of Education spoke in favor of the bill.

Ms. Christine Passey, Coordinator, Disability Rights, spoke to the bill.

Ms. Ann-Michelle Neal, President-elect, Utah Association of School Psychologists spoke in favor of the bill.

Ms. Kathy Tatum, teacher specialist, spoke in favor of the bill.

Mr. Terry Schumaker, Executive Director of Superintendent's Association spoke in favor of the bill.

Ms. Lisa Nentl-Bloom spoke to the bill.

MOTION:     Sen. Hillyard moved to pass H.B. 92 out favorably. The motion passed with a vote of 4-0-3.

MOTION:     Sen. Hillyard moved to adjourn. The motion passed unanimously.

Chair Millner adjourned the meeting at 9:35 a.m.
