Chair Millner called the meeting to order at 4:18 p.m.

MOTION:     Sen. Hillyard moved to approve the minutes of February 27, 2017. The motion passed unanimously.

1. S.B. 255 Funding for Education Systems Amendments (Stephenson, H.)

Sen. Howard A. Stephenson explained the bill.

Sen. Hillyard assumed the chair.

MOTION:     Sen. Stephenson moved to replace S.B. 255 with 1st Substitute S.B. 255. The motion passed with a vote of 3-0-4.

MOTION:     Sen. Stephenson moved to amend 1st Substitute S.B. 255 with Amendment #1.

490 53A-17a-135.6. Fixed Rate Growth Account.

491 (1) As used in this section, "account" means the Fixed Rate Growth Account created in

492this section.

493 (2) There is created within the Education Fund a restricted account known as the

494"Fixed Rate Growth Account."

495 (3) The account shall be funded by amounts deposited into the account in accordance

496with Section 53A-17a-135.5.

497 (4) The account shall earn interest.

498 (5) Interest earned on the account shall be deposited into the account.

499 (6) The Legislature shall appropriate money in the account to the State Board of

500Education.

501 (7) The State Board of Education shall use money in the account to fund programs with

502demonstrated outcomes that improve student performance.  

503 Section 10. Section 53A-17a-143 is amended to read:

The motion passed with a vote of 3-0-4.

MOTION:     Sen. Stephenson moved to pass 1st Substitute S.B. 255 as amended out favorably. The motion passed with a vote of 3-0-4.

2. 2nd Sub. H.B. 168 Kindergarten Supplemental Enrichment Program (Snow, V. L.)

Rep. V. Lowry Snow explained the bill.

Dr. Sydnee Dickson, State Superintendent of Public Instruction, Utah State Board of Education spoke in favor of the bill.

Sen. Stephenson assumed the chair.

Ms. LeeAnn Wood, Commissioner, Utah PTA spoke in favor of the bill.

MOTION:     Sen. Hillyard moved to pass 2nd Substitute H.B. 168 out favorably. The motion passed with a vote of 2-0-5.

3. H.B. 245 School District Procurement Process (Hall, C.)

Rep. Craig Hall explained the bill.

Mr. Ben Horsley, Granite School District spoke in favor of the bill.

MOTION:     Sen. Hillyard moved to pass H.B. 245 out favorably. The motion passed with a vote of 2-0-5.

4. H.C.R. 9 Concurrent Resolution Encouraging Consideration of a Later School Day Start for High School (Moss, C.)

Rep. Carol Spackman Moss explained the bill.

Dr. Bill Cosgrove, Utah Chapter American Association of Pediatrics spoke in favor of the bill.

Ms. Alicia Vance, high school sophomore, spoke in opposition to the bill.

Dr. Wendy M. Troxel, Senior Behavioral and Social Scientist, Rand Organization spoke in favor of the bill.

Mr. Brad Asay, President, American Federation of Teachers of Utah spoke in favor of the bill.

MOTION:     Sen. Hillyard moved to pass H.C.R. 9 out favorably. The motion passed with a vote of 2-0-5.

MOTION:     Sen. Hillyard moved to adjourn. The motion passed unanimously

Acting Chair Stephenson adjourned the meeting at at 5:45 p.m.
