1. S.B. 219 Pharmaceutical Product Amendments (Shiozawa, B.)

Sen. Brian E. Shiozawa presented the bill.

MOTION:     Rep. Redd moved to pass S.B. 219 out favorably.

The motion passed with a vote of 7-0-5.

MOTION:     Rep. Redd moved to place S.B. 219 on the Consent Calendar.

2. S.B. 106 Psychology Interjurisdictional Compact (Shiozawa, B.)

Sen. Brian E. Shiozawa presented the bill with the assistance of Dr. Nan Klein, Director of Professional Affairs, Utah Psychological Association.

MOTION:     Rep. Redd moved to pass S.B. 106 out favorably.

The motion passed with a vote of 9-0-3.

3. S.B. 108 Emergency Administration of Epinephrine Amendments (Shiozawa, B.)

Sen. Brian E. Shiozawa presented the bill.

MOTION:     Chair Daw moved to pass S.B. 108 out favorably.

The motion passed with a vote of 10-0-2.

MOTION:     Rep. Barlow moved to place S.B. 108 on the Consent Calendar.

The motion passed with a vote of 10-0-2.

4. H.B. 435 Health Care Patient Privacy Amendments (Gibson, F.)

Rep. Francis D. Gibson presented the bill.

Mr. David Gessel, Utah Hospital Association, spoke in favor of the bill.

MOTION:     Rep. Hall moved to pass H.B. 435 out favorably.

The motion passed with a vote of 9-0-3.

5. S.B. 123 State Developmental Center Dental Clinic (Dayton, M.)

Sen. Margaret Dayton presented the bill.

MOTION:     Chair Daw moved to approve the revised minutes of the January 30, February 2, February 13, and February 21, 2017, meetings.

The motion passed with a vote of 11-0-1.

7. S.B. 88 Medicaid Housing Coordinator (Iwamoto, J.)

Sen. Jani Iwamoto presented the bill with the assistance of Mr. Kevin Bagley, Division of Healthcare Financing, Utah Department of Health.

Ms. Sheila Walsh-McDonald, Utah Department of Health, spoke in favor of the bill.

Mr. Danny Harris, Director of Aging Advocacy, at AARP Utah, spoke in favor of the bill.

8. S.J.R. 8 Joint Resolution Encouraging Study to Reduce Fall-related Injuries (Iwamoto, J.)

10. H.B. 400 Coverage Parity for Amino Acid-Based Formula (Redd, E.)

Rep. Edward H. Redd presented the bill.

Mr. Chet Loftis, Executive Director, PEHP, spoke to the bill.

MOTION:     Rep. Ward moved to replace H.B. 400 with 1st Substitute H.B. 400.

The motion passed with a vote of 11-0-1.

MOTION:     Rep. Thurston moved to amend 1st Substitute H.B. 400 with Amendment #1.

66offer a 3-year pilot program within the state risk pool that provides coverage for the use of an

67amino acid-based elemental formula, regardless of the delivery method of the formula, for the

68diagnosis or treatment of an eosinophilic gastrointestinal disorder, food protein-induced

69enterocolitis syndrome, severe protein allergic condition, or short bowel syndrome.

The motion passed with a vote of 11-0-1.

MOTION:     Rep. Ward moved to pass 1st Substitute H.B. 400 out favorably.

SUBSTITUTE MOTION:   Rep. Daw moved to pass 1st Substitute H.B. 400 out favorably with a note in the committee report that the bill will have a fiscal impact.

POINT OF ORDER: Rep Ray noted that because the bill is a House bill, if it has a fiscal note it will not have to go to the House Rules Committee for prioritization.

Representative Daw withdrew the substitute motion.

Rep. Ward's motion to pass 1st Substitute H.B. 400 passed out favorably

The motion passed with a vote of 11-0-1.

MOTION:     Rep. Daw moved to adjourn.
