Chair Ipson called the meeting to order at 4:09 a.m.

MOTION:     Sen. Hinkins moved to approve the minutes for the February 24, 2017, and February 28, 2017, meetings. The motion passed with a vote of 3-0-5.

1. S.B. 269 Elections Modifications (Stephenson, H.)

Sen Stephenson explained the bill.

MOTION:     Sen. Hinkins moved to replace S.B. 269 with 1st Substitute S.B. 269. The motion passed with a vote of 3-0-5.

Mark Thomas, Deputy Director of Elections, Lt. Governor's Office, spoke in favor of the bill.

MOTION:     Sen. Hinkins moved to pass 1st Substitute S.B. 269 out favorably. The motion passed with a vote of 3-0-5.

2. 3rd Sub. H.B. 298 Free Expression Regulation by Local Government (Thurston, N.)

Rep. Thurston explained the bill.

MOTION:     Sen. Hinkins moved to pass 3rd Substitute H.B. 298 out favorably. The motion passed with a vote of 3-0-5.

3. 5th Sub. H.B. 22 Nomination Petition Amendments (Greene, B.)

MOTION:     Sen. Hinkins moved to replace 5th Substitute H.B. 22 with 6th Substitute H.B. 22. The motion passed with a vote of 3-0-5.

Rep. Greene explained the bill.

Mark Thomas, Deputy Director of Elections, Lt. Governor's Office, spoke in favor of the bill.

MOTION:     Sen.Thatcher moved to pass 6th Substitute H.B. 22 out favorably. The motion passed with a vote of 4-0-4.

4. 2nd Sub. H.B. 55 Governmental Nonprofit Entity Compliance Amendments (Coleman, K.)

Rep. Coleman explained the bill.

John Dougall, Utah State Auditor, spoke to the bill.

MOTION:     Sen. Hinkins moved to pass 2nd Substitute H.B. 55 out favorably. The motion passed with a vote of 3-0-5.

5. H.B. 389 Commerce Service Account Amendments (Last, B.)

Rep. Last explained the bill.

MOTION:     Sen. Hinkins moved to pass H.B. 389 out favorably. The motion passed with a vote of 3-0-5.

6. H.B. 290 Community Reinvestment Agency Amendments (Handy, S.)

Rep. Handy explained the bill.

Randy Sant, Redevelopment Association, spoke in favor of the bill.

MOTION:     Sen. Thatcher moved to pass H.B. 290 out favorably. The motion passed with a vote of 3-0-5.

MOTION:     Sen. Thatcher moved to place H.B. 290 on the Consent Calendar.

David Spatafore, Redevelopment Association, spoke to the motion.

Sen. Thatcher withdrew his motion.

MOTION:     Sen. Thatcher moved to adjourn. The motion passed with a vote of 3-0-5.

Chair Ipson adjourned the meeting at 4:48 p.m.
