Chair Peterson called the meeting to order at 8:09 a.m.

Rep. Thurston assumed the chair.

1. H.B. 448 Community Reinvestment Amendments (Peterson, J.)

Rep. J. Peterson presented the bill.

Mr. Randy Sant, who works with redevelopment agencies, including Ogden City, spoke in favor of the bill.

Mr. George Chapman, resident, spoke in favor of the bill.

Rep. Daw assumed the chair.

MOTION:     Rep. Perry moved to pass H.B. 448 out favorably. The motion passed with a vote of 7-0-3.

2. S.B. 56 Animal Shelter Amendments (Knudson, P.)

Sen. Peter C. Knudson presented the bill.

Rep. J. Peterson resumed the chair.

Mr. George Chapman, resident, spoke in favor of the bill.

Sheriff James Tracy, Utah County Sheriff, spoke in opposition to the bill.

Lieutenant Chad Ferrin, Weber County Sheriff's Office, spoke in opposition to the bill.

MOTION:     Rep. McCay moved to pass S.B. 56 out favorably. The motion failed with a vote of 4-4-2.

3. H.B. 436 County Property Disposal Amendments (Sagers, D.)

Chair J. Peterson announced that H.B. 436 would not be considered today.

4. 2nd Sub. S.B. 114 Election Law Amendments (Bramble, C.)

Rep. McCay presented the bill.

Mr. Fred Cox, resident, spoke to the bill.

Mr. Kory Holdaway, resident, spoke in opposition to the bill.

MOTION:     Rep. Daw moved to replace 2nd Substitute S.B. 114 with 4th Substitute S.B. 114. The motion passed with a vote of 9-0-1.

MOTION:     Rep. Daw moved to pass 4th Substitute S.B. 114 out favorably. The motion passed with a vote of 8-1-1.

MOTION:     Rep. Daw moved to adjourn. The motion passed with a vote of 9-0-1.

Chair Peterson adjourned the meeting at 9:22 a.m.
