Chair Dunnigan called the meeting to order at 4:17 p.m.

1. S.B. 167 Bail Amendments (Adams, J. S.)

S.B. 167 was not heard.

MOTION:     Rep. Gardiner moved to approve the minutes of the February 27, 2017 and March 1, 2017 meetings. 

The motion passed with a vote of 10-0-4.

2. S.B. 159 Helmet Requirement Amendments (Shiozawa, B.)

Sen. Shiozawa explained the bill assisted by Dr. Dave Morris, Trauma Surgeon, Intermountain Medical Center.

Ms. Collette Hadlock, ABATE, a motorcycle rights organization, spoke in opposition to the bill.

Dr. Erika Ofek, Pediatrician, Utah Chapter, American Academy of Pediatrics, spoke in favor of the bill.

Mr. Greg Douglas, ABATE, spoke in opposition to the bill.

Dr. Jennifer Dailey-Provost, Utah Academy of Family Physicians, spoke in favor of the bill.

Mr. Connor Boyack, Libertas Institute, spoke in opposition to the bill.

Dr. Tom Metcalf, retired pediatrician representing the Utah Chapter of the American Academy of Pediatrics, spoke in favor of the bill.

Mr. Mark Brinton, Utah Medical Association, spoke in favor of the bill.

Ms. Kris Fawson, on behalf of individuals with disabilities, spoke in favor of the bill.

MOTION:     Rep. Froerer moved to pass S.B. 159 out favorably. 

The motion passed with a vote of 8-4-2.

3. S.B. 172 Barber Licensing Restriction Changes (Weiler, T.)

Rep. Roberts explained the bill.

Ms. Candace Daly, Utah Beauty Association, spoke to the bill.

Mr. Ron Findlay, Utah Massage Professionals, spoke to the bill.

MOTION:     Rep. Stanard moved to pass S.B. 172 out favorably. 

The motion passed with a vote of 9-0-5.

MOTION:     Rep. Gardiner moved to place S.B. 172 on the Consent Calendar. 

The motion passed with a vote of 9-0-5.

4. 1st Sub. S.B. 133 Procurement Process Amendments (Mayne, K.)

Sen. Mayne explained the bill.

MOTION:     Rep. Wheatley moved to pass 1st Substitute S.B. 133 out favorably. 

The motion passed with a vote of 8-0-6.

MOTION:     Rep. Gardiner moved to place 1st Substitute S.B. 133 on the Consent Calendar. 

The motion passed with a vote of 8-0-6.

5. S.B. 203 Real Estate Trustee Amendments (Davis, G.)

Sen. Davis explained the bill with the assistance of Mr. Paul Halliday, attorney.

MOTION:     Rep. Schultz moved to amend S.B. 203 with Amendment #2. 

1.    Page 2, Lines 31 through 34:   

31   (1) (a) The trustee of a trust deed shall be:

33employs an active member of the Utah State Bar [who maintains a place within],

6. S.B. 124 Child Care Licensing Amendments (Fillmore, L.)

Sen. Fillmore explained the bill.

MOTION:     Rep. Froerer moved to replace S.B. 124 with 1st Substitute S.B. 124. 

The motion passed with a vote of 10-0-4.

MOTION:     Rep. Stanard moved to pass 1st Substitute S.B. 124 out favorably. 

The motion passed with a vote of 10-0-4.

MOTION:     Rep. Gardiner moved to place 1st Substitute S.B. 124 on the Consent Calendar. 

The motion passed with a vote of 9-0-5.

MOTION:     Rep. Duckworth moved to adjourn.

The motion passed with a vote of 9-0-5.
