Chair Buxton called the meeting to order at 4:24 p.m.

MOTION:     Sen. Van Tassell moved to approve the minutes of March 1, 2017. The motion passed with a vote of 4-0-3.

1. 1st Sub. H.B. 319 Data Security Management (Spendlove, R.)

Rep. R. Spendlove explained the bill.

MOTION:     Sen. Van Tassell moved to pass 1st Substitute H.B. 319 out favorably. The motion passed with a vote of 4-0-3.

MOTION:     Sen. Van Tassell moved to place 1st Substitute H.B. 319 on the Consent Calendar.

                        The motion passed with a vote of 4-0-3.

2. H.B. 232 Land Use Amendments (Schultz, M.)

Rep. M. Schultz explained the bill assisted by Ms. Jodi Hoffman, League of Cities and Towns.

Ms. Helen Peters, American Planning Association, spoke in favor of the bill.

MOTION:     Sen. Van Tassell moved to pass H.B. 232 out favorably. The motion passed with a vote of 4-0-3.

MOTION:     Sen. Van Tassell moved to place H.B. 232 on the Consent Calendar. The motion passed with a vote of 4-0-3.

3. H.B. 391 Driver License Revisions (Quinn, T.)

Rep. T. Quinn presented the bill.

MOTION:     Sen. Van Tassell moved to replace H.B. 391 with 1st Substitute H.B. 391. The motion passed with a vote of 7-0-0.

MOTION:     Sen. Anderegg moved to pass 1st Substitute H.B. 391 out favorably. The motion passed with a vote of 7-0-0.

MOTION:     Sen. Van Tassell moved to place 1st Substitute H.B. 391 on the Consent Calendar.

The motion passed with a vote of 7-0-0.

4. S.B. 273 Energy Development Amendments (Adams, J. S.)

Sen. J. S. Adams presented the bill with the assistance of Mr. Paul Morris, General Counsel, Military Installation and Development Authority.

Mr. Greenwell Cox, Lux Energy, spoke in favor of the bill.

Mr. Jon Cox, Rocky Mountain Power spoke in favor of the bill.

Mr. Rob Simmons, Governor's Office Office of Energy Development, spoke in favor of the bill.

MOTION:     Sen. Adams moved to pass S.B. 273 out favorably. The motion passed with a vote of 6-0-1.

5. 1st Sub. H.B. 261 Local Emergency Response Amendments (Sagers, D.)

Rep. D. Sagers explained the bill.

7. H.B. 279 Impact Fee Amendments (Brooks, W.)

Rep. W. Brooks explained the bill.

Ms. Jodi Hoffman, Utah League of Cities and Towns, spoke in favor of the bill.
