Chair Handy called the meeting to order at 8:01 a.m.

MOTION:     Rep. Albrecht moved to approve the minutes. The motion passed with a vote of 6-0-5.

1. H.B. 459 Rural Health Services Account Amendments (Webb, R. C.)

Rep. R. Curt Webb presented the bill.

MOTION:     Rep. Christofferson moved to pass H.B. 459 out favorably. The motion passed with a vote of 9-0-2.

2. H.B. 441 Housing and Homeless Reform Initiative Amendments (Gibson, F.)

Rep. Francis D. Gibson presented the bill with the assistance of Mayor Jackie Biskupski, Salt Lake City, and Mayor Ben McAdams, Salt Lake County.

Mr. George Chapman, citizen, spoke in opposition to the bill.

MOTION:     Rep. Hemingway moved to pass H.B. 441 out favorably. The motion passed with a vote of 9-0-2.

3. S.B. 256 Regents' Scholarship Amendments (Hillyard, L.)

Sen. Lyle W. Hillyard presented the bill with the assistance of Mr. Spencer Jenkins, Board of Regents.

MOTION:     Rep. Arent moved to pass S.B. 256 out favorably. The motion passed with a vote of 8-0-3.

MOTION:     Rep. Arent moved to place S.B. 256 on the Consent Calendar.

The motion passed with a vote of 8-0-3.

Vice Chair Nelson assumed the chair.

4. 3rd Sub. S.B. 198 Utah Communications Authority Amendments (Harper, W.)

Sen. Wayne A. Harper presented the bill with Mr. John H. Morgan, Salt Lake Valley Emergency Communications Center, and Ms. Tina Mathieu, Weber Area Dispatch 911 and Emergency Services District.

Rep. Christofferson assumed the chair.

Chair Handy assumed the chair.

Chief Tom Ross, Bountiful City Police Department, spoke in favor of the bill.

Mr. Billy Hesterman, Utah Taxpayer Association, spoke in opposition to the bill.

Mr. Gary Crane, Utah League of Cities and Towns, spoke in support of the bill.

Ms. Jennifer Spendlove, CenturyLink, spoke in favor of the bill.

Mayor Jon Pike, City of St. George, spoke in favor of the bill.

MOTION:     Vice Chair Nelson moved to pass 3rd Substitute S.B. 198 out favorably.

The motion passed with a vote of 8-0-3.

5. S.B. 262 Upstart Amendments (Adams, J. S.)

Sen. J. Stuart Adams presented the bill.

Ms. Christine Cook, Sutherland Institute, spoke in favor of the bill.

MOTION:     Vice Chair Nelson moved to amend S.B. 262 with Amendment #1.

1.    Page 1, Lines 16 through 18:   

16   ►      requires a contractor to work with the Department of Workforce Services and the
