Chair Bramble called the meeting to order at 4:13 p.m.

1. 3rd Sub. H.B. 115 Solid Waste Revisions (McKell, M.)

Rep. M. McKell explained the bill assisted by Mr. Scott Anderson, Director, Division of Waste Management and Radiation Control, Utah Department of Environmental Quality.

MOTION:     Sen. Ipson moved to amend 3rd Substitute H.B. 115 with Amendment #3. 

1.    Page 3, Lines 59 through 62:   

59   (3) (a) (i) No person may own, construct, modify, or operate any facility or site

60purpose of transferring, treating, or disposing of  

61or disposing of hazardous waste without first submitting and receiving the approval of the

62director for an operation plan for that facility or site.

MOTION:     Sen. Weiler moved to pass 1st Substitute H.B. 313 out favorably.

3. 2nd Sub. H.B. 240 Employability to Careers Program (Schultz, M.)

Rep. M. Schultz explained the bill.

MOTION:     Chair Bramble moved to amend 2nd Substitute H.B. 240 with Amendment #2.

109 (B) is unemployed

2.    Page 11, Lines 326 through 327:

5. H.B. 374 Long-term Care Ombudsman Amendments (Daw, B.)

Rep. B. Daw explained the bill.

MOTION:     Sen. Ipson moved to pass H.B. 374 out favorably. 

The motion passed with a vote of 4-0-4.

6. H.B. 405 Hydrogen Fuel Production Incentives (Sagers, D.)

Rep. D. Sagers explained the bill.

Mr. Paul Rogers, Utah Technology Council, further explained the bill.

MOTION:     Sen. Davis moved to pass H.B. 405 out favorably. 

The motion passed with a vote of 4-0-4.

7. 1st Sub. H.B. 329 Conceal Carry Reciprocity Amendments (Fawson, J.)

Rep. Justin L. Fawson explained the bill.

MOTION:     Sen. Ipson moved to replace 1st Substitute H.B. 329 with 2nd Substitute H.B. 329. 

The motion passed with a vote of 4-0-4.

MOTION:     Sen. Ipson moved to pass 2nd Substitute H.B. 329 out favorably. 

The motion passed with a vote of 4-0-4.

8. H.B. 392 Air Quality Policy Advisory Board (Hawkes, T.)

Rep. T. Hawkes explained the bill.

MOTION:     Sen. Mayne moved to pass H.B. 392 out favorably. 

The motion passed with a vote of 4-0-4.

9. 1st Sub. H.B. 396 Medical School Graduates Associate Physician Licensure (Barlow, S.)

Rep. S. Barlow explained the bill.

Mr. Mark Brinton, Utah Medical Association, spoke in favor of the bill.

MOTION:     Sen. Davis moved to pass 1st Substitute H.B. 396 out favorably. 

The motion passed with a vote of 4-0-4.

10. S.B. 221 Strategic Plan for Equal Compensation (Escamilla (Robles), L.)

Sen. L. Escamilla explained the bill.

Ms. Erin Jemison, Y.W.C.A., spoke in favor of the bill.

MOTION:     Sen. Davis moved to pass S.B. 221 out favorably. 

The motion passed with a vote of 4-0-4.

11. H.B. 345 Telehealth Pilot Project (Edwards, R.)

Rep. R. Edwards explained the bill.

MOTION:     Sen. Davis moved to pass H.B. 345 out favorably. 

The motion passed with a vote of 4-0-4.

12. 1st Sub. H.B. 97 Alcohol Beverage Control Operations Amendments (Eliason, S.)

Sen. Escamilla explained the bill.

MOTION:     Sen. Ipson moved to go to the next item on the agenda. 

The motion passed with a vote of 4-0-4.

13. S.B. 210 Equal Pay Amendments (Anderegg, J.)

Sen. Anderegg explained the bill.

MOTION:     Sen. Davis moved to replace S.B. 210 with 1st Substitute S.B. 210. 

The motion passed with a vote of 4-0-4.

Ms. Stephanie Pitcher spoke to the bill.

Ms. Erin Jemison, Y.W.C.A spoke in favor of the bill.

MOTION:     Sen. Davis moved to hold 1st Substitute S.B. 210. The sponsor will request to study the item during the interim.
