1. S.B. 243 Revised Uniform Athlete Agents Act (Hillyard, L.)

Sen. Lyle W. Hillyard presented the bill.

MOTION:     Rep. Sandall moved to pass S.B. 243 out favorably.

The motion passed with a vote of 7-0-3.

MOTION:     Rep. Sandall moved to place S.B. 243 on the Consent Calendar.

MOTION:     Rep. Albrecht moved to approve the minutes from March 2nd meeting.

2. 1st Sub. S.B. 199 Able Act Revisions (Weiler, T.)

Rep. Edwards presented the bill.

MOTION:     Rep. Albrecht moved to pass 1st Substitute S.B. 199 out favorably.

The motion passed with a vote of 8-0-2.

3. 1st Sub. S.B. 149 Financial Education and Savings Plan to Benefit At-risk Children (Fillmore, L.)

Sen. Lincoln Fillmore presented the bill.

Ms. Lynn Ward, Utah Educational Savings Plan, spoke to the bill.

MOTION:     Rep. Westwood moved to pass 1st Substitute S.B. 149 out favorably.

The motion passed with a vote of 10-0-0.

4. S.C.R. 10 Concurrent Resolution Recognizing the 150th Anniversary of the First Transcontinental Railroad (Knudson, P.)

Sen. Peter C. Knudson presented the bill.

Mr. Doug Foxley, Union Pacific, spoke in favor of the bill.

MOTION:     Rep. Westwood moved to pass S.C.R. 10 out favorably.

5. 1st Sub. S.B. 264 Outdoor Recreation Grant Program (Okerlund, R.)

Sen. Ralph Okerlund presented the bill with the assistance of Mr. Tom Adams, Governor's Office of Economic Development. A handout, "Recreation, Utah Outdoor Recreation Grant," was distributed.

Rep. Westwood assumed the chair.

MOTION:     Rep. Christensen moved to amend 2nd Substitute S.B. 154 with Amendment #3.

143 (a) prohibit a lot owner from installing a solar energy system; or

144 (b) impose a restriction other than a prohibition on a solar energy system's size,

145location, or manner of placement if the restriction:

146 (i) decreases the solar energy system's production by 5% or less;

147 (ii) increases the solar energy system's cost of installation by 5% or less; and
