Vice Chair Hall called the meeting to order at 9:02 a.m.
MOTION: Rep. Ward moved to approve the minutes of the February 28, 2017, meeting. The motion passed with a vote of 7-0-6.

Mr. Cameron Diehl, Director of Government Relations, Utah League of City and Towns, spoke in favor of the bill.
Mr. Billy Hesterman, Utah Taxpayer Association, spoke in favor of the bill.
MOTION: Rep. Dunnigan moved to make a verbal amendment to 1st Substitute S.B. 94 as follows:
Page 5, Line 141: after "If" delete "the" and insert "no more than one"
Mr. LeGrand Bitter, Executive Director, Utah Association of Special Districts, spoke to the motion.
Mr. Billy Hesterman, Utah Taxpayer Association, spoke to the motion.
SUBSTITUTE MOTION: Rep. Pitcher moved to hold 1st Substitute S.B. 94. The motion passed with a vote of 11-1-1.
